                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to required protective headgear for motorcycle operators
    1-2  and passengers.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  Section 2(d), Chapter 329, Acts of the 60th
    1-5  Legislature, Regular Session, 1967 (Article 6701c-3, Vernon's Texas
    1-6  Civil Statutes), is amended to read as follows:
    1-7        (d)  A medical exemption:
    1-8              (1)  must be on a form prescribed by the Department of
    1-9  Public Safety; and
   1-10              (2)  expires on the earlier of:
   1-11                    (A)  the 180th <10th> day after the date it is
   1-12  issued; or
   1-13                    (B)  the expiration date specified by the issuing
   1-14  physician on the form.
   1-15        SECTION 2.  This Act takes effect September 1, 1995.  The
   1-16  change in law made by this Act applies only to a medical exemption
   1-17  that is issued on or after that date.  A medical exemption that was
   1-18  issued before the effective date of this Act is covered by the law
   1-19  in effect when the exemption was issued, and the former law is
   1-20  continued in effect for that purpose.
   1-21        SECTION 3.  The importance of this legislation and the
   1-22  crowded condition of the calendars in both houses create an
   1-23  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended.
