                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to benchmarks for the state strategic planning process.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Chapter 2056, Government Code, is amended by
    1-4  adding Section 2056.012 to read as follows:
    1-5        Sec. 2056.012.  BENCHMARKS.  The Governor's Office of Budget
    1-6  and Planning and the Legislative Budget Board jointly shall develop
    1-7  and recommend to the legislature state-level benchmarks with
    1-8  established short-term and long-term performance targets for use:
    1-9              (1)  in the state strategic planning process under
   1-10  Section 2056.009; and
   1-11              (2)  in analyzing achievement for functional areas of
   1-12  state government.
   1-13        SECTION 2.  The importance of this legislation and the
   1-14  crowded condition of the calendars in both houses create an
   1-15  emergency and an imperative public necessity that the
   1-16  constitutional rule requiring bills to be read on three several
   1-17  days in each house be suspended, and this rule is hereby suspended.
