   1-10                         A BILL TO BE ENTITLED
   1-11                                AN ACT
   1-12  relating to benchmarks for the state strategic planning process.
   1-13        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-14        SECTION 1.  Chapter 2056, Government Code, is amended by
   1-15  adding Section 2056.012 to read as follows:
   1-16        Sec. 2056.012.  BENCHMARKS.  The Governor's Office of Budget
   1-17  and Planning and the Legislative Budget Board jointly shall develop
   1-18  state-level benchmarks with established short-term and long-term
   1-19  performance targets for use:
   1-20              (1)  in the state strategic planning process under
   1-21  Section 2056.009; and
   1-22              (2)  in analyzing achievement for functional areas of
   1-23  state government.
   1-24        SECTION 2.  The importance of this legislation and the
   1-25  crowded condition of the calendars in both houses create an
   1-26  emergency and an imperative public necessity that the
   1-27  constitutional rule requiring bills to be read on three several
   1-28  days in each house be suspended, and this rule is hereby suspended.
