                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to abolishing certain state governmental entities.
    1-3        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-4        SECTION 1.  The following state governmental entities are
    1-5  abolished:
    1-6              (1)  the Texas State Artist Committee;
    1-7              (2)  the Advisory Board to the Bill Blackwood Law
    1-8  Enforcement Management Institute of Texas;
    1-9              (3)  the Beach Study Committee;
   1-10              (4)  the Child Care Development Board;
   1-11              (5)  the Texas Children 2000 Organizational Committee;
   1-12              (6)  the Texas Commission on Children and Youth;
   1-13              (7)  the Joint Interim Committee on the Texas Cultural
   1-14  Endowment Fund;
   1-15              (8)  the Executive Committee of the Office for the
   1-16  Prevention of Developmental Disabilities;
   1-17              (9)  the Texas Partnership for Economic Development
   1-18  Governing Board;
   1-19              (10)  the Edwards Aquifer Legislative Oversight
   1-20  Committee;
   1-21              (11)  the Educational Economic Policy Committee;
   1-22              (12)  the Advisory Commission on State Emergency
   1-23  Communications;

   3-12  Committee.
   3-13        SECTION 2.  (a)  The governor may designate an appropriate
   3-14  state agency, including the governor's office, to perform a
   3-15  necessary nonadvisory duty of a state governmental entity that is
   3-16  abolished by this Act.
   3-17        (b)  The General Services Commission shall take custody of
   3-18  the property and records of a state governmental entity abolished
   3-19  by this Act unless the governor designates another appropriate
   3-20  state agency to take custody of an entity's property and records.
   3-21        SECTION 3.  This Act takes effect September 1, 1995.
   3-22        SECTION 4.  The importance of this legislation and the
   3-23  crowded condition of the calendars in both houses create an
   3-24  emergency and an imperative public necessity that the
   3-25  constitutional rule requiring bills to be read on three several
   3-26  days in each house be suspended, and this rule is hereby suspended.
