No. 1428 74R7608 JRD-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to abolishing certain state governmental entities. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. The following state governmental entities are 1-5 abolished: 1-6 (1) the Texas State Artist Committee; 1-7 (2) the Advisory Board to the Bill Blackwood Law 1-8 Enforcement Management Institute of Texas; 1-9 (3) the Beach Study Committee; 1-10 (4) the Child Care Development Board; 1-11 (5) the Texas Children 2000 Organizational Committee; 1-12 (6) the Texas Commission on Children and Youth; 1-13 (7) the Joint Interim Committee on the Texas Cultural 1-14 Endowment Fund; 1-15 (8) the Executive Committee of the Office for the 1-16 Prevention of Developmental Disabilities; 1-17 (9) the Texas Partnership for Economic Development 1-18 Governing Board; 1-19 (10) the Edwards Aquifer Legislative Oversight 1-20 Committee; 1-21 (11) the Educational Economic Policy Committee; 1-22 (12) the Advisory Commission on State Emergency 1-23 Communications; 1-24 (13) the Environmental Advisory Committee to the Texas 2-1 Department of Transportation; 2-2 (14) the South Central Interstate Forest Fire 2-3 Protection Compact Advisory Committee; 2-4 (15) the Gateway State Park Board; 2-5 (16) the Texas Hazardous Materials Safety Council; 2-6 (17) the Select Committee on Health Insurance Access 2-7 Study; 2-8 (18) the Texas Incentive and Productivity Commission; 2-9 (19) the Texas Innovation Information Network System; 2-10 (20) the Texas Advisory Commission on 2-11 Intergovernmental Relations; 2-12 (21) the Select Committee on Insurance Rate and Policy 2-13 Form Regulation; 2-14 (22) the Job Training Partnership Act Monitoring 2-15 Committee; 2-16 (23) the Uniform Jury Handbook Legislative Oversight 2-17 Committee; 2-18 (24) the Legislative Criminal Justice Board; 2-19 (25) the Legislative Health and Human Service Board; 2-20 (26) the Advisory and Oversight Committee on Medical 2-21 and Health Care Professions Minority Recruitment; 2-22 (27) the Multistate Tax Compact Advisory Committee; 2-23 (28) the Texas Partnership and Scholarship Program 2-24 Advisory Council; 2-25 (29) the Texas Partnership for Economic Development 2-26 Governing Board; 2-27 (30) the Postadoption Services Advisory Committee; 3-1 (31) the State Preservation Board Permanent Advisory 3-2 Committee; 3-3 (32) the Texas Preservation Trust Fund Advisory Board; 3-4 (33) the Product Development Advisory Board; 3-5 (34) the Role of the Family in Reducing Recidivism 3-6 Advisory Commission; 3-7 (35) the SMART Jobs Fund Program Legislative Review 3-8 Committee; 3-9 (36) the Uniform Statewide Accounting Project Advisory 3-10 Committee; and 3-11 (37) the Uniform Statewide Accounting System 3-12 Committee. 3-13 SECTION 2. (a) The governor may designate an appropriate 3-14 state agency, including the governor's office, to perform a 3-15 necessary nonadvisory duty of a state governmental entity that is 3-16 abolished by this Act. 3-17 (b) The General Services Commission shall take custody of 3-18 the property and records of a state governmental entity abolished 3-19 by this Act unless the governor designates another appropriate 3-20 state agency to take custody of an entity's property and records. 3-21 SECTION 3. This Act takes effect September 1, 1995. 3-22 SECTION 4. The importance of this legislation and the 3-23 crowded condition of the calendars in both houses create an 3-24 emergency and an imperative public necessity that the 3-25 constitutional rule requiring bills to be read on three several 3-26 days in each house be suspended, and this rule is hereby suspended.
