                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the county registration of dogs.
    1-2        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-3        SECTION 1.  Section 822.021, Health and Safety Code, is
    1-4  amended to read as follows:
    1-5        Sec. 822.021.  APPLICATION TO COUNTIES THAT ADOPT SUBCHAPTER.
    1-6  This subchapter applies only to a county that adopts this
    1-7  subchapter by a majority vote of the qualified voters of the county
    1-8  voting at an election held under this subchapter.  This subchapter
    1-9  shall not apply to any county or municipality that enacts or has
   1-10  enacted registration or restraint laws pursuant to Chapter 826
   1-11  (Rabies Control Act of 1981).
   1-12        SECTION 2.  The importance of this legislation and the
   1-13  crowded condition of the calendars in both houses create an
   1-14  emergency and an imperative public necessity that the
   1-15  constitutional rule requiring bills to be read on three several
   1-16  days in each house be suspended, and this rule is hereby suspended,
   1-17  and that this Act take effect and be in force from and after its
   1-18  passage, and it is so enacted.
