No. 1437 1-2 (In the Senate - Filed March 13, 1995; March 20, 1995, read 1-3 first time and referred to Committee on Intergovernmental 1-4 Relations; April 5, 1995, reported favorably by the following vote: 1-5 Yeas 10, Nays 0; April 5, 1995, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the county registration of dogs. 1-9 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-10 SECTION 1. Section 822.021, Health and Safety Code, is 1-11 amended to read as follows: 1-12 Sec. 822.021. APPLICATION TO COUNTIES THAT ADOPT SUBCHAPTER. 1-13 This subchapter applies only to a county that adopts this 1-14 subchapter by a majority vote of the qualified voters of the county 1-15 voting at an election held under this subchapter. This subchapter 1-16 shall not apply to any county or municipality that enacts or has 1-17 enacted registration or restraint laws pursuant to Chapter 826 1-18 (Rabies Control Act of 1981). 1-19 SECTION 2. The importance of this legislation and the 1-20 crowded condition of the calendars in both houses create an 1-21 emergency and an imperative public necessity that the 1-22 constitutional rule requiring bills to be read on three several 1-23 days in each house be suspended, and this rule is hereby suspended, 1-24 and that this Act take effect and be in force from and after its 1-25 passage, and it is so enacted. 1-26 * * * * *
