                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to exempting officers and employees of counties,
    1-2  municipalities, school districts and any other political
    1-3  subdivision from interest payments described in Chapter 74 of the
    1-4  Property Code.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Chapter 74, Property Code, is amended by adding
    1-7  Section 74.705(f) to read as follows:
    1-8        (f)  A person is not liable for the payment of interest
    1-9  described in Subsection (a) while the person is performing official
   1-10  duties as an officer or employee of:
   1-11              (1)  county government,
   1-12              (2)  a municipality created under the laws of the State
   1-13  of Texas,
   1-14              (3)  an independent school district created under the
   1-15  laws of the State of Texas, or
   1-16              (4)  any other political subdivision created under the
   1-17  laws of the State of Texas.
   1-18        SECTION 2.  This Act takes effect September 1, 1995.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
