                                 A BILL TO BE ENTITLED
                                        AN ACT
    1-1  relating to the enhancement of international trade by granting an
    1-2  exemption from taxation of property owned by a navigation district
    1-3  or port authority that is used for public purposes.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section 11.11, Tax Code, is amended by adding
    1-6  Subsection (h) to read as follows:
    1-7        (h)  Property owned by a navigation district or port
    1-8  authority is used for public purposes and exempt from taxation if
    1-9  it is:
   1-10              (1)  leased to a person or entity, however organized,
   1-11  for any of the purposes stated in Section 60.101, 61.151, 62.107,
   1-12  or 63.153, Water Code; or
   1-13              (2)  held by the navigation district or port authority
   1-14  for future expansion of its facilities or for leasing for any of
   1-15  the purposes described in Subdivision (1).
   1-16        SECTION 2.  The importance of this legislation and the
   1-17  crowded condition of the calendars in both houses create an
   1-18  emergency and an imperative public necessity that the
   1-19  constitutional rule requiring bills to be read on three several
   1-20  days in each house be suspended, and this rule is hereby suspended,
   1-21  and that this Act take effect and be in force from and after its
   1-22  passage, and it is so enacted.
