                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the issuance of a license or certification to practice
    1-3  as a psychologist.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  The Psychologists' Certification and Licensing
    1-6  Act (Article 4512c, Vernon's Texas Civil Statutes) is amended by
    1-7  adding Section 14A to read as follows:
    1-8        Sec. 14A.  ISSUANCE OF LICENSE OR CERTIFICATION.  (a)  The
    1-9  board may not delay the issuance of a license or certification to
   1-10  an applicant who has satisfied all imposed requirements under this
   1-11  Act for the license or certification unless the board votes
   1-12  unanimously to delay the issuance of the license or certification.
   1-13        (b)  The board may not adopt or enforce a rule that is
   1-14  inconsistent with this section.
   1-15        SECTION 2.  This Act takes effect September 1, 1995, and
   1-16  applies only to an application for a license or certification that
   1-17  is pending before the Texas State Board of Examiners of
   1-18  Psychologists on or after that date.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended.
