                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to the authority of the board of directors of the Tarrant
    1-3  County Water Control and Improvement District No. 1 to provide
    1-4  certain benefits.
    1-5        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-6        SECTION 1.  Chapter 352, Acts of the 57th Legislature,
    1-7  Regular Session, 1961 (Article 8280-207a, Vernon's Texas Civil
    1-8  Statutes), is repealed.
    1-9        SECTION 2.  (a)  The special law authorizing the board of
   1-10  directors of the Tarrant County Water Control and Improvement
   1-11  District No. 1 is repealed to allow the board to provide its
   1-12  employees more flexible compensation and benefit plans under
   1-13  general law, including benefits available under Chapters 609 and
   1-14  810, Government Code, and Chapter 172, Local Government Code.
   1-15        (b)  Any compensation or benefit plan offered by the Tarrant
   1-16  County Water Control and Improvement District No. 1 on the
   1-17  effective date of this Act may be continued under the authority of
   1-18  general law.
   1-19        SECTION 3.  The importance of this legislation and the
   1-20  crowded condition of the calendars in both houses create an
   1-21  emergency and an imperative public necessity that the
   1-22  constitutional rule requiring bills to be read on three several
   1-23  days in each house be suspended, and this rule is hereby suspended,
   1-24  and that this Act take effect and be in force from and after its
    2-1  passage, and it is so enacted.
