                                 A BILL TO BE ENTITLED
    1-1                                AN ACT
    1-2  relating to authorizing the Texas National Research Laboratory
    1-3  Commission to contract with a special utility district.
    1-4        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
    1-5        SECTION 1.  Section  465.008(b), Government Code, is amended
    1-6  to read as follows:
    1-7        (b)  The commission may enter into a contract with another
    1-8  state agency, a political subdivision of the state, including a
    1-9  special utility district as defined by Section 65.001, Water Code,
   1-10  the United States, or a private agency, college, university,
   1-11  corporation, partnership, association, or other person for an
   1-12  appropriate purpose in connection with the performance of its
   1-13  duties, including a contract, study, investigation, or proposal
   1-14  necessary to conduct its duties.  Chapter 454, Acts of the 65th
   1-15  Legislature, Regular Session, 1977 (Article 6252-11c, Vernon's
   1-16  Texas Civil Statutes), does not apply to use by the commission of a
   1-17  private consultant to provide services in connection with
   1-18  formulation or submission of two or  more siting proposals under
   1-19  this chapter, except that in selecting the consultant the
   1-20  commission shall give the preference required by Section 3(b)(2) of
   1-21  that chapter.
   1-22        SECTION 2.  The importance of this legislation and the
   1-23  crowded condition of the calendars in both houses create an
   1-24  emergency and an imperative public necessity that the
    2-1  constitutional rule requiring bills to be read on three several
    2-2  days in each house be suspended, and this rule is hereby suspended,
    2-3  and that this Act take effect and be in force from and after its
    2-4  passage, and it is so enacted.
