    1-6                         A BILL TO BE ENTITLED
    1-7                                AN ACT
    1-8  relating to the election of the members of the board of trustees of
    1-9  South Texas Community College.
   1-10        BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
   1-11        SECTION 1.  Section 130.0311, Education Code, is amended by
   1-12  amending Subsections (c), (m), and (n) and by adding Subsection (o)
   1-13  to read as follows:
   1-14        (c)  South Texas Community College is governed by an initial
   1-15  board of trustees composed of seven members appointed by the
   1-16  governor to serve until <the earlier of> August 31, 2000, unless
   1-17  before that <or the> date <that> an election is held at which a
   1-18  majority of the votes cast at the election favor the confirmation
   1-19  of the college.  In that event, as soon as practicable after the
   1-20  confirmation election the members of the initial board of trustees
   1-21  shall draw lots to determine when their terms expire.  The terms of
   1-22  two members expire on the first Saturday in May in the first
   1-23  even-numbered year after the date of the confirmation election, the
   1-24  terms of two members expire on the first Saturday in May in the
   1-25  second even-numbered year after the date of the confirmation
   1-26  election, and the terms of three members expire on the first
   1-27  Saturday in May in the third even-numbered year after the date of
   1-28  the confirmation election.
   1-29        (m)  If South Texas Community College is confirmed as
   1-30  provided by this section, two members of the board of trustees
   1-31  shall be elected on the first Saturday in May in the first
   1-32  even-numbered year after the date of the confirmation election, two
   1-33  members shall be elected on the first Saturday in May in the second
   1-34  even-numbered year after the date of the confirmation election, and
   1-35  three members shall be elected on the first Saturday in May in the
   1-36  third even-numbered year after the date of the confirmation
   1-37  election.
   1-38        (n)  If South Texas Community College is not confirmed in
   1-39  accordance with this section before August 31, 2000, the college is
   1-40  abolished on that date.
   1-41        (o) <(n)>  This section expires January 1, 2001.
   1-42        SECTION 2.  The importance of this legislation and the
   1-43  crowded condition of the calendars in both houses create an
   1-44  emergency and an imperative public necessity that the
   1-45  constitutional rule requiring bills to be read on three several
   1-46  days in each house be suspended, and this rule is hereby suspended,
   1-47  and that this Act take effect and be in force from and after its
   1-48  passage, and it is so enacted.
