S.C.R. No. 36
                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, Members of the Texas Legislature join the citizens
    1-2  of Seagoville in commending Officer Tim Talley and Officer Ryan
    1-3  Estes of the Seagoville Police Department, who were wounded in the
    1-4  line of duty on January 18, 1995; and
    1-5        WHEREAS, Initially, five police officers responded to a 911
    1-6  call at the Creekside Mobile Home Park and were confronted by a man
    1-7  with a rifle outside his estranged wife's mobile home; and
    1-8        WHEREAS, When Officer Talley pulled up at the scene in his
    1-9  patrol car and got out, the man turned around and shot him once in
   1-10  his right shoulder and upper back before he had time to react; he
   1-11  was pulled to safety by his partner, Officer Eric Tignor, and later
   1-12  taken to the Methodist Medical Center where he was listed in fair
   1-13  condition; and
   1-14        WHEREAS, Despondent over a recent separation from his wife,
   1-15  the subject pointed his rifle at two other officers and yelled at
   1-16  them to shoot him; he fired his weapon a second time hitting
   1-17  Officer Ryan Estes in the chest and knocking him to the ground;
   1-18  although the officer was pinned down by gunfire for over an hour,
   1-19  his bulletproof vest saved his life and he emerged unharmed; and
   1-20        WHEREAS, After a standoff with the police lasting seven
   1-21  hours, the man surrendered to police, who had surrounded the mobile
   1-22  home park and evacuated some of the residents not trapped inside
   1-23  their homes; and
    2-1        WHEREAS, Tim Talley and Ryan Estes are courageous police
    2-2  officers who risk their lives every day to protect the homes,
    2-3  neighborhoods, and towns of our citizens; their important work has
    2-4  earned them a place as valued and appreciated members of their
    2-5  community; and
    2-6        WHEREAS, Their dedication to protecting the lives of others
    2-7  without regard to their own safety is truly worthy of legislative
    2-8  recognition; now, therefore, be it
    2-9        RESOLVED, That the 74th Legislature of the State of Texas,
   2-10  hereby praise Officers Tim Talley and Ryan Estes for their bravery
   2-11  during a difficult and dangerous situation and extend best wishes
   2-12  to Officer Talley for his complete recovery; and, be it further
   2-13        RESOLVED, That a copy of this resolution be prepared for the
   2-14  distinguished officers as an expression of the highest regard of
   2-15  the Texas Legislature.
