No. 45 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The State of Texas is considering the need to expand 1-2 health education programs in the counties comprising the South 1-3 Texas/Border Region as defined in the South Texas/Border Region 1-4 Health Legislative Agenda and Conference Proceedings, pages 13 and 1-5 14, as produced in December, 1994, under the auspices of the Senate 1-6 Health and Human Services Committee in cooperation with The 1-7 University of Texas Health Science Center at San Antonio; and 1-8 WHEREAS, The State of Texas wishes to achieve maximum 1-9 efficiency and cost savings in establishing health education 1-10 programs by using available facilities and resources to the extent 1-11 practicable; now, therefore, be it 1-12 RESOLVED, That the 74th Legislature of the State of Texas 1-13 direct the board of regents of The University of Texas System to 1-14 conduct a study to assess the availability and suitability of 1-15 existing facilities in the South Texas/Border Region for use in 1-16 connection with the operation of health education programs in the 1-17 region; and, be it further 1-18 RESOLVED, That the Texas Department of Health be directed to 1-19 cooperate with the board of regents in conducting the study, 1-20 especially in relation to the availability and suitability of 1-21 facilities owned or operated by the department in the South 1-22 Texas/Border Region for use in providing health education programs; 1-23 and, be it further 2-1 RESOLVED, That the Texas Department of Health be authorized 2-2 to transfer ownership and operation of any of its facilities or 2-3 programs in the South Texas/Border Region to the ownership and 2-4 management of The University of Texas System if such transfer is 2-5 agreed to by the parties and found to be appropriate in the study; 2-6 and, be it further 2-7 RESOLVED, That the board of regents be directed to complete 2-8 the study and report the results of the study to the legislature 2-9 and the Texas Higher Education Coordinating Board not later than 2-10 October 1, 1996.
