                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The State of Texas is considering the need to expand
    1-2  health education programs in Cameron, Hidalgo, Starr, and Willacy
    1-3  counties; and
    1-4        WHEREAS, The State of Texas wishes to achieve maximum
    1-5  efficiency and cost savings in establishing health education
    1-6  programs by using available facilities and resources to the extent
    1-7  practicable; now, therefore, be it
    1-8        RESOLVED, That the 74th Legislature of the State of Texas
    1-9  direct the board of regents of The University of Texas System to
   1-10  conduct a study to assess the availability and suitability of
   1-11  existing facilities in this four-county region for use in
   1-12  connection with the operation of health education programs in the
   1-13  region; and, be it further
   1-14        RESOLVED, That the Texas Department of Health be directed to
   1-15  cooperate with the board of regents in conducting the study,
   1-16  especially in relation to the availability and suitability of
   1-17  facilities owned or operated by the department in the four-county
   1-18  region for use in providing health education programs; and, be it
   1-19  further
   1-20        RESOLVED, That the Texas Department of Health is authorized
   1-21  to transfer ownership and operation of any of its facilities or
   1-22  programs in the four-county region to the ownership and management
   1-23  of The University of Texas System if such transfer is agreed to by
    2-1  the parties and found to be appropriate in the study; and, be it
    2-2  further
    2-3        RESOLVED, That the board of regents be directed to complete
    2-4  the study and report the results of the study to the legislature
    2-5  and the Texas Higher Education Coordinating Board not later than
    2-6  October 1, 1996.
