    1-8  COMMITTEE SUBSTITUTE FOR S.C.R. No. 45                   By:  Madla
    1-9                     SENATE CONCURRENT RESOLUTION
   1-10        WHEREAS, The State of Texas is considering the need to expand
   1-11  health education programs in the counties comprising the South
   1-12  Texas/Border Region as defined in the South Texas/Border Region
   1-13  Health Legislative Agenda and Conference Proceedings, pages 13 and
   1-14  14, as produced in December, 1994, under the auspices of the Senate
   1-15  Health and Human Services Committee in cooperation with The
   1-16  University of Texas Health Science Center at San Antonio; and
   1-17        WHEREAS, The State of Texas wishes to achieve maximum
   1-18  efficiency and cost savings in establishing health education
   1-19  programs by using available facilities and resources to the extent
   1-20  practicable; now, therefore, be it
   1-21        RESOLVED, That the 74th Legislature of the State of Texas
   1-22  direct the board of regents of The University of Texas System to
   1-23  conduct a study to assess the availability and suitability of
   1-24  existing facilities in the South Texas/Border Region for use in
   1-25  connection with the operation of health education programs in the
   1-26  region; and, be it further
   1-27        RESOLVED, That the Texas Department of Health be directed to
   1-28  cooperate with the board of regents in conducting the study,
   1-29  especially in relation to the availability and suitability of
   1-30  facilities owned or operated by the department in the South
   1-31  Texas/Border Region for use in providing health education programs;
   1-32  and, be it further
   1-33        RESOLVED, That the Texas Department of Health be authorized
   1-34  to transfer ownership and operation of any of its facilities or
   1-35  programs in the South Texas/Border Region to the ownership and
   1-36  management of The University of Texas System if such transfer is
   1-37  agreed to by the parties and found to be appropriate in the study;
   1-38  and, be it further
   1-39        RESOLVED, That the board of regents be directed to complete
   1-40  the study and report the results of the study to the legislature
   1-41  and the Texas Higher Education Coordinating Board not later than
   1-42  October 1, 1996.
