S.C.R. No. 48
                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The Texas Legislature is proud to honor community
    1-2  action agencies for providing over 30 years of outstanding service
    1-3  in forging new opportunities for the poor in the United States; as
    1-4  directed by the Economic Opportunity Act of 1964, these agencies
    1-5  have mobilized financial and human resources to eliminate poverty;
    1-6  and
    1-7        WHEREAS, To help individuals build self-sufficiency and rise
    1-8  out of poverty, Texas community action agencies provide a wide
    1-9  range of human services in one location at the community level
   1-10  accessible to low-income residents; and
   1-11        WHEREAS, Local community action agency leadership is
   1-12  comprised of low-income representatives, elected officials, and
   1-13  other community leaders, each having one-third of the
   1-14  representation; and
   1-15        WHEREAS, In Texas there are 50 community action agencies
   1-16  serving 248 counties, and nationwide there are 980 community action
   1-17  agencies operating in all 50 states, serving 34 million people and
   1-18  demonstrating that services can be provided at the grassroots level
   1-19  in an efficient and effective manner; now, therefore, be it
   1-20        RESOLVED, That the 74th Legislature of the State of Texas
   1-21  hereby recognize community action agencies as an integral part of
   1-22  the human services delivery network for the State of Texas with the
   1-23  authority to receive federal grants and contracts as well as state
    2-1  contracts to implement and operate social and human service
    2-2  programs within each agency's local communities and areas; and, be
    2-3  it further
    2-4        RESOLVED, That the 74th Legislature of the State of Texas
    2-5  hereby designate February 22, 1995, as Community Action Day in
    2-6  Texas to recognize and honor over 30 years of community action in
    2-7  Texas and the nation; and, be it further
    2-8        RESOLVED, That an official copy of this resolution be
    2-9  prepared for the Texas Association of Community Action Agencies as
   2-10  an expression of esteem from the Legislature of the State of Texas.
