S.C.R. No. 51
                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, State trooper Troy Merle Hogue died in the line of
    1-2  duty on December 30, 1994, at the age of 39, and his death was a
    1-3  tragic loss to his family, to his fellow peace officers, and to the
    1-4  entire State of Texas; and
    1-5        WHEREAS, A highly respected member of the Department of
    1-6  Public Safety, Trooper Hogue exemplified in his personal and
    1-7  professional conduct the singular virtues of courage, integrity,
    1-8  and unwavering commitment; and
    1-9        WHEREAS, This experienced law enforcement officer served with
   1-10  the Big Spring Police Department for 12 years, achieving the rank
   1-11  of lieutenant, before joining the Department of Public Safety in
   1-12  January, 1988, as a field training officer; and
   1-13        WHEREAS, Impressing supervisors and co-workers alike with his
   1-14  talent and dedication, Trooper Hogue was awarded a promotion in
   1-15  1992; the same year he also received the prestigious Regional
   1-16  Commander's Award for his rescue of a car theft suspect from a
   1-17  burning vehicle, demonstrating unflinching bravery as well as
   1-18  uncompromising integrity; and
   1-19        WHEREAS, In addition to earning the admiration of his
   1-20  colleagues, Trooper Hogue was well regarded throughout the Big
   1-21  Spring community; motorists he had assisted, and even some he had
   1-22  ticketed or arrested, wrote numerous letters praising his courtesy,
   1-23  helpfulness, and professionalism; and
   1-24        WHEREAS, Trooper Hogue was a devoted family man who enjoyed a
    2-1  happy and successful marriage with his wife, Goldia, and who was
    2-2  immensely proud of his two children, Bobby and Jennifer; and
    2-3        WHEREAS, A fitting legacy to this gentleman's dedication to
    2-4  serving others, the Troy Hogue Memorial Scholarship Fund has been
    2-5  created at Howard College in Big Spring to provide educational
    2-6  opportunities to young people who have chosen careers in law
    2-7  enforcement or criminal justice; and
    2-8        WHEREAS, In the finest tradition of the law enforcement
    2-9  profession, this esteemed officer was a man of tremendous
   2-10  compassion whose unfailing sense of duty reflected a deep
   2-11  commitment to the welfare of others; although Trooper Hogue's life
   2-12  has been tragically cut short, his memory will live on in the
   2-13  hearts of all those who were privileged to know him; now,
   2-14  therefore, be it
   2-15        RESOLVED, That the 74th Legislature of the State of Texas
   2-16  hereby pay tribute to the life of Trooper Troy Merle Hogue and
   2-17  extend profound sympathy to his wife, Goldia; to his son, Bobby;
   2-18  and to his daughter, Jennifer; and to the many friends and
   2-19  relatives of this exceptional Texan; and, be it further
   2-20        RESOLVED, That an official copy of this resolution be
   2-21  prepared for the members of his family and that when the house of
   2-22  representatives and senate adjourn this day, they do so in memory
   2-23  of state trooper Troy Merle Hogue.
