                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, In its report to the 74th Texas Legislature, the
    1-2  Senate Health and Human Services Committee concluded that the
    1-3  effectiveness of the Texas Medicaid program could be greatly
    1-4  improved by expanding health care coverage generally; and
    1-5        WHEREAS,  The 71st Texas Legislature authorized but did not
    1-6  fund the Texas Health Insurance Risk Pool to provide access to
    1-7  quality health care at minimum cost to the public, to relieve the
    1-8  insurable population of the disruptive cost of sharing coverage,
    1-9  and to maximize reliance on strategies of managed care proven by
   1-10  the private sector (Article 3.77, Insurance Code); and
   1-11        WHEREAS, Along with a health insurance risk pool, the concept
   1-12  of a medical savings account is another device that holds promise
   1-13  of expanding private health care coverage and thereby easing the
   1-14  public burden of Medicaid; and
   1-15        WHEREAS, The Senate Health and Human Services Committee is
   1-16  persuaded that these innovations merit further study and attention
   1-17  in the context of Medicaid reform; now, therefore, be it
   1-18        RESOLVED, That the 74th Legislature of the State of Texas
   1-19  hereby direct the State Medicaid Office to develop a plan for a
   1-20  pilot project that uses Medicaid funds to establish medical savings
   1-21  accounts for recipients of acute care services under the state
   1-22  Medicaid program and study the feasibility of using Medicaid funds
   1-23  for the Texas Health Insurance Risk Pool; and, be it further
   1-24        RESOLVED, That the secretary of state forward an official
    2-1  copy of this resolution to the State Medicaid Office.
