                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The Legislature of the State of Texas joins the
    1-2  family and many friends of San Antonio Police Officer Fabian
    1-3  Dominguez in mourning his tragic death on  January 15, 1995, while
    1-4  in the line of duty; and
    1-5        WHEREAS, Born in Monahans, Texas, on September 6, 1965, he
    1-6  grew up in Texas, California, Arizona, and Mexico; Fabian Dominguez
    1-7  was a member of the National Honor Society, the Student Council,
    1-8  and the Future Farmers of America; he graduated as the salutatorian
    1-9  of his class from Grandfalls-Royalty High School in May, 1984; and
   1-10        WHEREAS, After entering Texas Tech University in the fall of
   1-11  1984, he majored in education in order to achieve his dream of
   1-12  coaching at the secondary level; Fabian was involved in the Big
   1-13  Brother program and was a Big Brother to two young boys while he
   1-14  was at Texas Tech; and
   1-15        WHEREAS, A man who had deep religious convictions, Officer
   1-16  Dominguez was a member of the First Baptist Church in Lubbock and
   1-17  was also a member of the Baptist Student Union; and
   1-18        WHEREAS, He met his prospective bride in January, 1986, at a
   1-19  Baptist Student Union retreat; they were later married in San
   1-20  Antonio where she worked for the United Services Automobile
   1-21  Association; and
   1-22        WHEREAS, This promising young man had attended The University
   1-23  of Texas at San Antonio while working part-time at the Young Men's
    2-1  Christian Association; eventually, he began to work full-time at
    2-2  the same insurance company where his wife worked; he had recently
    2-3  resumed his studies and was only two courses away from obtaining
    2-4  his bachelor's degree; and
    2-5        WHEREAS, Fabian Dominguez was accepted to Cadet Class 92-A of
    2-6  the San Antonio Police Department; he was elected president of his
    2-7  class and graduated September 11, 1992; he began work the next day;
    2-8  and
    2-9        WHEREAS, Recognized by his fellow officers as an intelligent
   2-10  young man with a bright future, he was one of those courageous men
   2-11  who risk their lives every day to protect the lives, property, and
   2-12  communities of our citizens; for the more than two years that he
   2-13  had been an officer, he had mainly worked on the night shift; in
   2-14  late 1994, he became the director for his shift and substation of
   2-15  the  San Antonio Police Officers Association; and
   2-16        WHEREAS, A faithful family man, he and his wife had twin
   2-17  daughters born on May 11, 1994; he was a devoted husband and a
   2-18  wonderful father; and
   2-19        WHEREAS, A respected and beloved member of his community,
   2-20  Officer Dominguez will be remembered for his devotion to his duty,
   2-21  his church, his family, and his state; his absence will be keenly
   2-22  felt; now, therefore, be it
   2-23        RESOLVED, That the 74th Legislature of the State of Texas
   2-24  hereby extend sincere condolences to his bereaved family:  his
   2-25  wife, Jennifer J. Dominguez; and his daughters, Miranda Kate and
    3-1  Michaela Brooke; and, be it further
    3-2        RESOLVED, That a copy of this resolution be prepared for the
    3-3  members of his family as an expression of the deepest sympathy from
    3-4  the Texas Legislature, and that when the legislature adjourns this
    3-5  day, it do so in memory of Fabian Dominguez.
