No. 78 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The North American Free Trade Agreement establishes 1-2 the Land Transportation Standards Subcommittee to address the 1-3 development of compatible land transportation standards relating to 1-4 truck, bus, and rail operations and the transportation of hazardous 1-5 waste materials between Canada, Mexico, and the United States; and 1-6 WHEREAS, Efficient and safe transportation is vital to the 1-7 economic productivity of Texas and to the success of the North 1-8 American Free Trade Agreement; and 1-9 WHEREAS, Eighty to 90 percent of all overland trade between 1-10 the United States and Mexico travels through Texas; and 1-11 WHEREAS, The activities of the Land Transportation Standards 1-12 Subcommittee and related working groups are of critical importance 1-13 to elected officials of the State of Texas; and 1-14 WHEREAS, The work of the Land Transportation Standards 1-15 Subcommittee and related working groups will have a direct effect 1-16 on the efficiency and protection of the transportation system of 1-17 Texas; and 1-18 WHEREAS, The activities of the Land Transportation Standards 1-19 Subcommittee include the negotiation of rail and motor vehicle 1-20 standards, medical-related and nonmedical-related drivers 1-21 standards, and standards for the transportation of hazardous 1-22 materials; and 1-23 WHEREAS, The outcome of the negotiations of the Land 2-1 Transportation Standards Subcommittee will affect the health and 2-2 safety of the people of the State of Texas; now, therefore, be it 2-3 RESOLVED, That the 74th Legislature of the State of Texas 2-4 hereby direct the Texas Department of Transportation to monitor the 2-5 work of the Land Transportation Standards Subcommittee and related 2-6 working groups; and, be it further 2-7 RESOLVED, That the Texas Department of Transportation report 2-8 on a quarterly basis the progress of the Land Transportation 2-9 Standards Subcommittee and related working groups to the Office of 2-10 the Governor, the members of the Texas Legislature, and the 2-11 Attorney General of the State of Texas.
