                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, Women and members of ethnic and racial minority
    1-2  groups are underrepresented at all levels among administrators,
    1-3  faculty, and professional staff at public institutions of higher
    1-4  education in the state; and
    1-5        WHEREAS, Members of ethnic and racial minority groups are
    1-6  underrepresented among students at public institutions of higher
    1-7  education in the state; now, therefore, be it
    1-8        RESOLVED, That the 74th Legislature of the State of Texas
    1-9  hereby directs each public institution in the state to develop by
   1-10  1997 a plan for increasing the representation of women and members
   1-11  of ethnic and racial minority groups among the administrators,
   1-12  faculty, professional staff, and students of the institution to
   1-13  appropriately reflect the diversity of the population of this
   1-14  state, to update the plan every five years, and to file the plan
   1-15  and the periodic updates with the Texas Higher Education
   1-16  Coordinating Board; and, be it further
   1-17        RESOLVED, That each public institution of higher education in
   1-18  the state be required to report biennially through the year 2000 to
   1-19  the Texas Higher Education Coordinating Board on its progress
   1-20  toward meeting the objectives of the plan; and, be it further
   1-21        RESOLVED, That the 74th Legislature of the State of Texas
   1-22  hereby encourage each public institution in the state to establish
   1-23  a committee composed of high-level administrators, faculty,
    2-1  professional staff, and students to identify and respond to campus
    2-2  and community factors that affect recruitment and retention by the
    2-3  institutions of administrators, faculty, professional staff, and
    2-4  students who are members of underrepresented groups; and, be it
    2-5  further
    2-6        RESOLVED, That the committee report to the governing board of
    2-7  the institution on issues affecting recruitment and retention by
    2-8  the institution of students who are members of underrepresented
    2-9  groups; and, be it further
   2-10        RESOLVED, That each public higher education institution in
   2-11  the state establish procedures by which access and equity officers
   2-12  report to high-level administrators; and, be it further
   2-13        RESOLVED, That each public institution of higher education in
   2-14  the state be required to initiate and maintain dialogue among
   2-15  administrators, faculty, and staff to ensure their awareness of
   2-16  important issues concerning the participation in higher education
   2-17  of members of underrepresented groups; and, be it further
   2-18        RESOLVED, That the 74th Legislature of the State of Texas
   2-19  hereby encourage each public institution of higher education in the
   2-20  state to regularly conduct seminars to be attended by
   2-21  administrators and faculty on the importance and value of
   2-22  diversity; and, be it further
   2-23        RESOLVED, That each public institution of higher education in
   2-24  the state be required to submit to the Texas Higher Education
   2-25  Coordinating Board by December 15, 1995, December 15, 1997 and
    3-1  December 15, 1999, a report on a form provided by the board
    3-2  showing:
    3-3              (1)  statistics on administrators, faculty, members of
    3-4  governing boards, and students of the institutions by ethnicity,
    3-5  gender, employment level, and salary;
    3-6              (2)  statistics on promotions of institution faculty
    3-7  and administrators by ethnicity and gender for the most recent
    3-8  fiscal ending before the date of the report; and, be it further
    3-9        RESOLVED, That the Texas Higher Education Coordinating Board
   3-10  assemble the data from its existing reporting system to the extent
   3-11  possible to reduce the number or complexity of reports public
   3-12  institutions of higher education in the state are required to
   3-13  submit under this resolution; and be it further
   3-14        RESOLVED, That each public institution of higher education in
   3-15  the state be required to submit to the Texas Higher Education
   3-16  Coordinating Board reports by July 15, 1996, July 15, 1998, and
   3-17  July 15, 2000, describing the institution's progress in complying
   3-18  with this resolution; and, be it further
   3-19        RESOLVED, That the Texas Higher Education Coordinating Board
   3-20  publish reports by December 31, 1996; December 31, 1998; and
   3-21  December 31, 2000 summarizing the progress by public institutions
   3-22  of higher education in the state in complying with this resolution
   3-23  and submit the reports to the governor, lieutenant governor,
   3-24  speaker of the House of Representatives, chair of the Senate
   3-25  Education Committee, chair of the House Committee on Higher
    4-1  Education, and the Legislative Budget Board and make them available
    4-2  to other interested persons.
