                                 CONCURRENT RESOLUTION
    1-1        WHEREAS, Fifty years ago the Texas Legislature enacted the
    1-2  Aeronautics Act of 1945, thereby creating a state aviation program
    1-3  to provide for protection, promotion, and development of
    1-4  aeronautics in the state; and
    1-5        WHEREAS, The Texas general aviation industry generates an
    1-6  economic impact of over $45 billion per year and provides jobs for
    1-7  650,000 Texans; and
    1-8        WHEREAS, The legislature began funding for airport
    1-9  development in Texas communities in 1966 and has appropriated an
   1-10  average of $1.4 million per year for general aviation airport
   1-11  development; and
   1-12        WHEREAS, Texas must compete with other states in recruitment
   1-13  of business and industry to enhance the economic development of the
   1-14  state; and
   1-15        WHEREAS, Airports are a major factor in attracting businesses
   1-16  and industries to not only metropolitan, but also rural areas of
   1-17  Texas; and
   1-18        WHEREAS, Thirty-five states have a dedicated source of
   1-19  funding for airport development in their states to assist in their
   1-20  economic development efforts; and
   1-21        WHEREAS, Texas communities have a total average annual need
   1-22  of over $48 million for general aviation airport development; and
   1-23        WHEREAS, The legislature understands and appreciates the
   1-24  necessity of having a Texas air transportation system adequate to
    2-1  accommodate the travelers of the state and to make Texas accessible
    2-2  to the businesses and industries that provide job opportunities to
    2-3  the citizens of Texas; now, therefore, be it
    2-4        RESOLVED, That the 74th Legislature of the State of Texas
    2-5  hereby encourage the speaker of the house of representatives and
    2-6  the lieutenant governor to establish a special interim committee to
    2-7  study statewide airport needs and financing options, recommend a
    2-8  funding mechanism to establish adequate funding for the Texas air
    2-9  transportation system, and submit such information to the 75th
   2-10  Legislature; and, be it further
   2-11        RESOLVED, That the committee's proceedings and operations be
   2-12  governed by such general rules and policies for joint interim
   2-13  committees as the 74th Legislature may adopt and that such rules
   2-14  and policies supersede the provisions of this resolution to the
   2-15  extent of any conflict.
