    1-6                     SENATE CONCURRENT RESOLUTION
    1-7        WHEREAS, Fifty years ago the Texas Legislature enacted the
    1-8  Aeronautics Act of 1945, thereby creating a state aviation program
    1-9  to provide for protection, promotion, and development of
   1-10  aeronautics in the state; and
   1-11        WHEREAS, The Texas general aviation industry generates an
   1-12  economic impact of over $45 billion per year and provides jobs for
   1-13  650,000 Texans; and
   1-14        WHEREAS, The legislature began funding for airport
   1-15  development in Texas communities in 1966 and has appropriated an
   1-16  average of $1.4 million per year for general aviation airport
   1-17  development; and
   1-18        WHEREAS, Texas must compete with other states in recruitment
   1-19  of business and industry to enhance the economic development of the
   1-20  state; and
   1-21        WHEREAS, Airports are a major factor in attracting businesses
   1-22  and industries to not only metropolitan, but also rural areas of
   1-23  Texas; and
   1-24        WHEREAS, Thirty-five states have a dedicated source of
   1-25  funding for airport development in their states to assist in their
   1-26  economic development efforts; and
   1-27        WHEREAS, Texas communities have a total average annual need
   1-28  of over $48 million for general aviation airport development; and
   1-29        WHEREAS, The legislature understands and appreciates the
   1-30  necessity of having a Texas air transportation system adequate to
   1-31  accommodate the travelers of the state and to make Texas accessible
   1-32  to the businesses and industries that provide job opportunities to
   1-33  the citizens of Texas; now, therefore, be it
   1-34        RESOLVED, That the 74th Legislature of the State of Texas
   1-35  hereby encourage the speaker of the house of representatives and
   1-36  the lieutenant governor to establish a special interim committee to
   1-37  study statewide airport needs and financing options, recommend a
   1-38  funding mechanism to establish adequate funding for the Texas air
   1-39  transportation system, and submit such information to the 75th
   1-40  Legislature; and, be it further
   1-41        RESOLVED, That the committee's proceedings and operations be
   1-42  governed by such general rules and policies for joint interim
   1-43  committees as the 74th Legislature may adopt and that such rules
   1-44  and policies supersede the provisions of this resolution to the
   1-45  extent of any conflict.
