By: Haywood S.C.R. No. 110 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The Texas State Board of Plumbing Examiners requires 1-2 that applicants for a plumbing inspector's license pass an 1-3 examination administered by the board; and 1-4 WHEREAS, The Plumbing License Law (Article 6243-101, Vernon's 1-5 Texas Civil Statutes) requires the board to adopt the Southern 1-6 Standard Plumbing Code, the Uniform Plumbing Code, and the National 1-7 Standard Plumbing Code in order to protect the health and safety of 1-8 the citizens of this state; and 1-9 WHEREAS, The Building Officials Code Administrators, the 1-10 International Conference of Building Officials, and the Southern 1-11 Building Code Congress International produce and administer 1-12 examinations for certification of familiarity with such codes; and 1-13 WHEREAS, Hundreds of Texas cities have adopted the foregoing 1-14 codes; and 1-15 WHEREAS, The health and safety of the citizens of this state 1-16 will be protected if the plumbing inspectors employed by the 1-17 municipalities of Texas are certified for their familiarity with 1-18 the codes adopted by their respective municipalities; now, 1-19 therefore, be it 1-20 RESOLVED, That the 74th Legislature of the State of Texas 1-21 hereby direct the Texas Board of Plumbing Examiners to review the 1-22 certification examinations of the Building Officials Code 1-23 Administrators, the International Conference of Building Officials, 2-1 and the Southern Building Code Congress International and to 2-2 consider adopting a rule approving such examinations as the 2-3 equivalent of and substitute for the examination for licensing of 2-4 plumbing inspectors administered by the board; and, be it further 2-5 RESOLVED, That the board consult with municipal and building 2-6 officials, plumbing inspectors, and representatives of the 2-7 aforesaid organizations regarding the procedure and feasibility of 2-8 approving such examinations for use as a substitute for the 2-9 plumbing inspectors licensing examination administered by the 2-10 board; and, be it further 2-11 RESOLVED, That should the board fail to approve the 2-12 certification examinations of any of the foregoing organizations 2-13 for use as a substitute for the plumbing inspectors licensing 2-14 examination administered by the board, the board shall report its 2-15 findings of reasons therefor to the Texas Legislature not later 2-16 than August 31, 1996; and, be it further 2-17 RESOLVED, That the secretary of state forward official copies 2-18 of this resolution to the members of the Texas Board of Plumbing 2-19 Examiners.
