                             SENATE CONCURRENT RESOLUTION
    1-1        WHEREAS, The widespread abuse of toxic inhalants and octane
    1-2  booster entices young people as young as five years of age to
    1-3  engage in substance abuse; and
    1-4        WHEREAS, The consequences of inhalant abuse are particularly
    1-5  dangerous and damaging to youth, and yet inhalant abuse is one of
    1-6  the least addressed issues in the substance abuse field; and
    1-7        WHEREAS, The destruction of human life and grief to the
    1-8  families and communities due to inhalant abuse can be prevented
    1-9  through the provision of effective and culturally appropriate
   1-10  intervention services; and
   1-11        WHEREAS, Youth Advocacy, Incorporated, was established in
   1-12  July of 1975 to address a severe paint-sniffing problem in Travis
   1-13  County; the organization has continued to provide comprehensive,
   1-14  family focused intervention services for all types of substance
   1-15  abuse, with a particular emphasis on inhalant abuse; and
   1-16        WHEREAS, Youth Advocacy, Incorporated, serves as the
   1-17  management agency for the highly successful research demonstration
   1-18  project, Strategic Intervention for High Risk Youth (SIHRY); and
   1-19        WHEREAS, The agency's innovative programming and leadership
   1-20  role in the field of chemical dependency has been recognized and
   1-21  documented by national and international coverage in network, prime
   1-22  time broadcast journalism reports; and
   1-23        WHEREAS, Youth Advocacy, Incorporated, will be celebrating
    2-1  its 20th anniversary on July 20, 1995, which is an appropriate time
    2-2  to acknowledge the contributions of this agency to the positive
    2-3  quality of life for the citizens of Austin, Travis County, and the
    2-4  State of Texas; now, therefore be it
    2-5        RESOLVED, That the 74th Legislature of the State of Texas
    2-6  hereby urge all citizens to recognize the dangerous consequences of
    2-7  drug abuse, particularly inhalant abuse, and applaud the efforts of
    2-8  Youth Advocacy, Incorporated, to encourage our young people to lead
    2-9  sober and productive lives; and, be it further
   2-10        RESOLVED, That a copy of this resolution be prepared for
   2-11  Youth Advocacy, Incorporated, as an expression of esteem from the
   2-12  Texas Legislature.
