S.C.R. No. 156 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, D. L. "Dally" Willis of Midland is the dean of Texas 1-2 lobbyists, having served the Communications Workers of America and 1-3 the Texas labor movement continuously since 1961; and 1-4 WHEREAS, Mr. Willis has been instrumental in the passage of 1-5 every significant piece of telecommunications legislation during 1-6 that period, including the 73rd Legislature's "live operator" bill, 1-7 the first legislation of its kind in the United States; and 1-8 WHEREAS, He has been indispensable in the passage of 1-9 legislation beneficial to Texas state workers since the 1-10 establishment of the Texas State Employees Union/Communications 1-11 Workers of America in 1980, including the 1981 emergency pay raise 1-12 and the 1991 payroll deduction measure; and 1-13 WHEREAS, Mr. Willis has monitored the floor activities of the 1-14 Texas House of Representatives for the Texas AFL-CIO for every one 1-15 of those 34 years; and 1-16 WHEREAS, His life represents the best traditions of the Texas 1-17 labor movement in exalting the working man and woman and in 1-18 defending the poor and the dispossessed; and 1-19 WHEREAS, Dally's inexhaustible energy and his cheerful 1-20 disposition are legendary among his colleagues; and 1-21 WHEREAS, In the hearts and minds of the legislators and 1-22 legislative staff, D. L. "Dally" Willis is one of the most beloved 1-23 figures ever to walk the halls of the Texas Capitol; now, 2-1 therefore, be it 2-2 RESOLVED, That the 74th Legislature of the State of Texas 2-3 hereby extend best wishes and warmest greetings to D. L. "Dally" 2-4 Willis on the occasion of his 75th birthday on Sunday, May 21, 2-5 1995, in recognition of his many decades of public service; and, be 2-6 it further 2-7 RESOLVED, That a copy of this resolution be prepared for 2-8 Dally as a memento of this great occasion and as an expression of 2-9 the high esteem in which he is held by the members and employees of 2-10 the Texas Legislature.
