No. 166 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The Legislature of the State of Texas joins the 1-2 citizens of Marshall in mourning the loss of one of the city's most 1-3 esteemed and well-loved citizens, Charles B. Smith, who died May 7, 1-4 1995, at the age of 68; and 1-5 WHEREAS, The many important achievements of this 1-6 distinguished gentleman throughout his lifetime contributed to the 1-7 development and progress of his city and the business community; 1-8 and 1-9 WHEREAS, During his 46 years of service with Southwestern 1-10 Electric Power Company, Charles Smith was deeply involved in 1-11 community life; he was past president of the Greater Marshall 1-12 Chamber of Commerce, Panola County Chamber of Commerce, 1-13 Marshall-Harrison County Industries, and Harrison County United 1-14 Way; he was a life member of the Texas Association of Business and 1-15 president of the East Texas Chapter; and 1-16 WHEREAS, A member of the board of directors of the First 1-17 National Bank in Marshall, the highly respected businessman and 1-18 community leader was admired for his devotion to the city which 1-19 honored him as the 1983 Outstanding Citizen; and 1-20 WHEREAS, He was a Paul Harris Fellow in the Marshall Rotary 1-21 Club and the recipient of the Silver Beaver Award for his 1-22 contributions as a member of the executive board of the East Texas 1-23 Area Council, Boy Scouts of America; and 2-1 WHEREAS, A devout Christian layman, Mr. Smith freely offered 2-2 his abilities and energies as a deacon and trustee of Sunset 2-3 Missionary Baptist Church and a member of the National Baptist 2-4 Sunday School Committee of the American Baptist Association; 2-5 Charles was a trustee and auditor of Texas Baptist Institute and 2-6 Seminary for 32 years and was an advisory board member of East 2-7 Texas Baptist University; and 2-8 WHEREAS, The death of such a fine citizen is felt not only by 2-9 his family and friends, but also by the people who benefitted from 2-10 his generosity and community spirit; it is appropriate for the 2-11 Texas Legislature to honor the memory of this respected individual; 2-12 now, therefore, be it 2-13 RESOLVED, That the 74th Legislature of the State of Texas 2-14 hereby extend sincere condolences to the members of his family: 2-15 his wife, Johnnie; his daughters, Becky Jumper and Debbie Bryant; 2-16 his son, Charles David Smith; his grandchildren, Jason Jumper, 2-17 Jonathan and Joni Bryant, and Lindsay Smith; and his 2-18 great-grandchildren, Dalton and Kolton Jumper; and, be it further 2-19 RESOLVED, That a copy of this resolution be prepared for his 2-20 family as an expression of deepest sympathy from the Texas 2-21 Legislature, and when the legislature adjourns this day, it do so 2-22 in memory of Charles B. Smith.
