    1-6                     SENATE CONCURRENT RESOLUTION
    1-7        WHEREAS, Poetry and works of art can immortalize for all time
    1-8  the spirit of the age and the cultural heritage by which they were
    1-9  inspired; and
   1-10        WHEREAS, Recognizing outstanding artists and poets in this
   1-11  state by bestowing on them titles of honor is a worthy tribute and
   1-12  serves as an encouragement to other talented Texas poets; and
   1-13        WHEREAS, Traditionally, the Legislature of the State of Texas
   1-14  has designated a Poet Laureate and a Texas State Artist who have
   1-15  exhibited exceptional ability in capturing the beauty of this
   1-16  state, some facet of its history, or the proud spirit of its
   1-17  people; now, therefore, be it
   1-18        RESOLVED, That the 74th Legislature of the State of Texas
   1-19  hereby create a special committee to designate two Poets Laureate
   1-20  for the State of Texas to serve concurrently a term of one year;
   1-21  one poet laureate shall be selected each year on the basis of
   1-22  achievements in the English language and one poet laureate shall be
   1-23  selected each year on the basis of achievements in the Spanish
   1-24  language; and, be it further
   1-25        RESOLVED, That the committee shall designate a Poet Laureate
   1-26  in each category for the year beginning November 1, 1995, and
   1-27  ending October 31, 1996, and a Poet Laureate in each category for
   1-28  the year beginning November 1, 1996, and ending October 31, 1997;
   1-29  and, be it further
   1-30        RESOLVED, That the legislature create a special committee to
   1-31  designate Texas State Artists in two categories of art to serve
   1-32  concurrently a term of one year; one state artist shall be selected
   1-33  each year on the basis of achievements in two-dimensional media and
   1-34  one state artist shall be selected on the basis of achievements in
   1-35  three-dimensional media; and, be it further
   1-36        RESOLVED, That the committee shall designate a Texas State
   1-37  Artist in each category for the year beginning November 1, 1995,
   1-38  and ending October 31, 1996, and a Texas State Artist in each
   1-39  category for the year beginning November 1, 1996, and ending
   1-40  October 31, 1997; and, be it further
   1-41        RESOLVED, That the special committees shall each be composed
   1-42  of three members of the senate to be appointed by the lieutenant
   1-43  governor and three members of the house of representatives to be
   1-44  appointed by the speaker of the house; the lieutenant governor and
   1-45  speaker of the house shall each designate a cochair from among
   1-46  their appointees, and the committee shall subsequently meet at the
   1-47  call of the cochairs; and, be it further
   1-48        RESOLVED, That in the selection process each committee member
   1-49  may nominate no more than two artists and two poets for each year,
   1-50  one in each category, and from the list of nominees, the committee
   1-51  members shall elect a Texas State Artist and a Poet Laureate; in
   1-52  the election, a member may not vote for his nominees; and, be it
   1-53  further
   1-54        RESOLVED, That the persons designated as state artist and
   1-55  poet laureate be superior and recognized artists who are citizens
   1-56  of the State of Texas.
