1-10 The following officers were elected to serve for the 74th
1-11 Legislature, Regular Session, at the will of the Senate:
1-12 Secretary of the Senate - Betty King
1-13 Calendar Clerk - Pat Rodgers
1-14 Doorkeeper - James Morris
1-15 Enrolling Clerk - Patsy Spaw
1-16 Journal Clerk - Dianne Arrington
1-17 Sergeant-at-Arms - Carleton Turner
1-18 All officers and employees appointed by this caucus shall
1-19 hold their office of employment for the duration of the 74th
1-20 Legislature, Regular Session.
1-21 It is recommended that the Lieutenant Governor and the
1-22 Secretary of the Senate each be permitted to name secretarial staff
1-23 and assistants at salaries designated by the Lieutenant Governor
1-24 and the Administration Committee respectively. The
1-25 Parliamentarian, Bob Johnson, is to be named by the Lieutenant
2-10 Governor shall have the authority to designate a member of the
2-11 Senate to represent the Senate at ceremonies and ceremonial
2-12 functions. Necessary expenses for performance of these duties and
2-13 for necessary staff are hereby authorized to be paid pursuant to a
2-14 budget approved by the Administration Committee.
2-15 It is further recommended that each Senator shall be
2-16 permitted a maximum payroll of $25,000 per month for secretarial
2-17 and other office staff and for intrastate travel expenses for staff
2-18 employees. Any unexpended portion of this amount may be carried
2-19 forward from month to month until the end of the fiscal year. In
2-20 order to accrue vacation leave, compensatory/overtime leave, or
2-21 sick leave, employees of members must file monthly time sheets with
2-22 the Senate Personnel Office by the 10th of the month following the
2-23 month in which work was performed. Employees of members and
2-24 committees must use compensatory/overtime accrued in a given month
2-25 by the end of the same month of the following year.
2-26 Compensatory/overtime accrued prior to January 1, 1995, will not be
3-10 assistant Sergeant-at-Arms and all other necessary employees for
3-11 any and all services needed in and about the Senate.
3-12 It is further recommended that the Lieutenant Governor, each
3-13 Senator, and the Secretary of the Senate be permitted to subscribe
3-14 for newspapers as necessary to be paid out of the contingent fund
3-15 and be allowed the stationery and postage needed by them
3-16 respectively and expenses incurred in transmitting and receiving
3-17 telephone and express charges as may be actually necessary in the
3-18 discharge of their official duties, said expenses to be paid out of
3-19 the contingent fund.
3-20 It is further recommended that not to exceed 700 journals be
3-21 printed, all of which shall be prorated among the Senators and
3-22 Lieutenant Governor, except that 175 journals shall be furnished
3-23 the members of the House.
3-24 It is further recommended that the Legislative Reference
3-25 Library be furnished 60 copies of the daily journal.
3-26 It is further recommended that all salaries and expenses
4-10 the Secretary of the Senate; and for the payment of materials,
4-11 supplies, and expenses of the Senate, including travel expenses for
4-12 Members and employees, upon vouchers signed by the Chairman of the
4-13 Senate Committee on Administration and the Secretary of the Senate.
4-14 The Administration Committee is directed to formulate
4-15 policies regarding the signing of purchase vouchers by vendors and
4-16 the timely filing of vouchers for reimbursement.
4-17 It is further recommended that no employee of the Senate
4-18 shall, during the time employed by the Senate, furnish to any
4-19 person, firm, or corporation any information other than general
4-20 information furnished the public pertaining to the Senate, and the
4-21 employee shall not without permission receive any compensation from
4-22 any person, firm, or corporation during employment by the Senate,
4-23 and any employee found guilty of violating this provision shall be
4-24 immediately discharged.
4-25 All employees, except those responsible directly to the
4-26 Lieutenant Governor, Members of the Senate, the Secretary of the
5-10 employees to receive the same compensation paid similar positions
5-11 as herein fixed, and to discharge the duties of the standing
5-12 committee, subject to the approval of the Administration Committee.
5-13 It is further recommended that no employee of the Senate,
5-14 except one whose official duties require the employee to work on
5-15 the floor of the Senate, shall have access to the floor unless that
5-16 employee shall have been requested by a Senator, the Lieutenant
5-17 Governor, or the Secretary of the Senate to come on the floor for
5-18 some official duty, after the performance of which the employee
5-19 shall immediately leave the floor of the Senate. The
5-20 Sergeant-at-Arms is specifically ordered to see that this provision
5-21 is carried out.
5-22 Only those who have privileges of the floor during the
5-23 session of the Senate shall be permitted on the Senate floor for a
5-24 period of 30 minutes prior to the time the Senate convenes and 30
5-25 minutes after the Senate adjourns. The Sergeant-at-Arms is
5-26 instructed to enforce this rule and to permit only those having the
