    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas takes pleasure
    1-3  in extending greetings from the citizens of Texas to
    1-4  Juan Luis Jimenez Succar, distinguished member of the Legislative
    1-5  Assembly of Costa Rica; and
    1-6        WHEREAS, Mr. Jimenez Succar is First Secretary of the
    1-7  Legislative Assembly and is involved in the Texas-Costa Rica
    1-8  Legislative Exchange Program that was created last year through
    1-9  the Center for Democracy in cooperation with the Texas Senate, the
   1-10  Legislative Assembly of Costa Rica, the University of San Jose, the
   1-11  Lyndon B. Johnson School of Public Affairs, and the Institute of
   1-12  Latin American Studies; and
   1-13        WHEREAS, Through the exchange of legislative staff and
   1-14  students of public policy, the program is designed to strengthen
   1-15  democratic systems and the making of public policy both in Texas
   1-16  and Costa Rica; and
   1-17        WHEREAS, A gentleman of outstanding ability and experience in
   1-18  governmental affairs, Mr. Jimenez Succar is a lawyer by profession
   1-19  and President of the Comite Politico Cantonal of Crotina for the
   1-20  National Liberation Party; and
   1-21        WHEREAS, A member of the University of Costa Rica law
   1-22  faculty from 1969 until 1975, Mr. Jimenez Succar has shared his
   1-23  legal expertise with various organizations and has served as a legal
    2-1  consultant for the Presidency of the Republic and for the
    2-2  Coopeorotina R.L.; he was the legal director to the municipality of
    2-3  San Jose for 16 years; and
    2-4        WHEREAS, His extensive involvement in agricultural
    2-5  development in his own country led to his interest in serving as a
    2-6  member of the National Board of Directors for the European Economic
    2-7  Community; and
    2-8        WHEREAS, Mr. Jimenez Succar has served his country well and
    2-9  is an excellent representative for the people of Costa Rica; now,
   2-10  therefore, be it
   2-11        RESOLVED, That the Senate of the State of Texas,
   2-12  74th Legislature, hereby extend a warm Texas welcome to
   2-13  Juan Luis Jimenez Succar with best wishes for a most enjoyable stay
   2-14  in the Lone Star State; and, be it further
   2-15        RESOLVED, That a copy of this Resolution be prepared in his
   2-16  honor as an expression of the high regard of the Texas Senate.
