1-1 SENATE RESOLUTION
1-2 WHEREAS, The Senate of the State of Texas takes great pride
1-3 in recognizing the Honorable Carlos F. Truan, Dean of the Senate,
1-4 for his 26 years of outstanding service in the Legislature; and
1-5 WHEREAS, This is the first time that a Hispanic has held
1-6 this honored post; such an accomplishment certainly is worthy of
1-7 legislative recognition; and
1-8 WHEREAS, Born in Kingsville on June 9, 1935, Carlos and his
1-9 siblings were raised alone by their mother; and
1-10 WHEREAS, A popular and effective leader since his youth,
1-11 Carlos Truan attended H. M. King High School, was active in student
1-12 athletics, served as class president for four years, and was also
1-13 elected student council president his senior year; and
1-14 WHEREAS, He needed to work at an early age to help with the
1-15 finances in his family; he mowed lawns, delivered for Walgreen's
1-16 Drug Store, and worked at Gafford's Groceries in Kingsville; and
1-17 WHEREAS, He worked his way through college by holding two
1-18 part-time jobs, graduated from Texas A&I University in 1959 with
1-19 a bachelor's degree in business administration, and was president
1-20 of the Newman Club while at the university; and
1-21 WHEREAS, First elected to the Texas House of Representatives
1-22 in 1968, he was reelected three times; while in the House,
1-23 Representative Truan served as Chairman of the Committee on Human
2-1 Resources which exposed institutional child care abuses in Texas
2-2 and led to the enactment of the Child Care Licensing Act; and
2-3 WHEREAS, Affectionately referred to as the father of both
2-4 Bilingual Education and Adult Education in Texas, he sponsored the
2-5 Texas Bilingual Act in 1969 and the Texas Adult Education Act in
2-6 1973; he is known as a strong supporter of equal funding for public
2-7 schools, and he authored bills that mandated the Breakfast Program
2-8 for children from low-income families in the Texas public schools;
2-9 and
2-10 WHEREAS, Elected to the Senate in 1976, Senator Truan has
2-11 devoted himself to addressing his concerns about higher education
2-12 along the border and in South Texas, the regulation of environmental
2-13 hazards, and the state's mental health system; and
2-14 WHEREAS, During the 73rd Legislature, Senator Truan served
2-15 as Chairman of the newly created Senate Committee on International
2-16 Relations, Trade, and Technology, Vice-Chairman of the Natural
2-17 Resources Committee, Chairman of the Subcommittee on Water, and
2-18 member of the Senate Finance Committee, Administration Committee,
2-19 and the Health and Human Services Committee; and
2-20 WHEREAS, Elected by his colleagues to an unprecedented fourth
2-21 term as President Pro Tempore of the Senate in 1985, Senator Truan
2-22 was honored as Governor-For-A-Day on March 8, 1986; and
2-23 WHEREAS, For 35 years, he has been in the life insurance
2-24 industry; a resident of Corpus Christi, Senator Truan has been
2-25 married to his lovely wife, Elvira, since June 21, 1963, and they
3-1 are the proud parents of four children: Carlos Truan, Jr.,
3-2 Veronica Carter, Rene Truan, and Maria Luisa Humphrey; and
3-3 WHEREAS, Outside Kingsville today there is a sign that points
3-4 the exit to Senator Carlos F. Truan Boulevard; it is a tribute
3-5 from his native town honoring his work, his contributions, and his
3-6 association with a city that helped shape his character; it is
3-7 also a sign to young Hispanics indicating what one person with
3-8 determination and commitment can accomplish; now, therefore, be it
3-9 RESOLVED, That the Senate of the State of Texas,
3-10 74th Legislature, hereby salute the new Dean of the Senate,
3-11 Senator Carlos F. Truan, and express appreciation and gratitude
3-12 to him for his achievements in the Legislature on behalf of the
3-13 citizens of Texas; and, be it further
3-14 RESOLVED, That a copy of this Resolution be prepared for him
3-15 as an expression of the high esteem and regard of the Texas Senate.
