No. 60 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is pleased to 1-3 express its appreciation to Rebecca Lightsey for her outstanding 1-4 work as Interim Executive Director for the Texas Department of 1-5 Insurance; and 1-6 WHEREAS, During her tenure from December, 1993, to December, 1-7 1994, Ms. Lightsey served the state with diligence and ability to 1-8 the benefit of those who relied on her expertise and experience; 1-9 and 1-10 WHEREAS, Her careful attention to detail and the efficiency 1-11 with which she handled her responsibilities gained her the 1-12 admiration and respect of her colleagues; and 1-13 WHEREAS, Rebecca Lightsey received her bachelor of arts 1-14 degree in American Studies from The University of Texas in 1975; 1-15 she graduated from The University of Texas School of Law and was 1-16 licensed to practice law in 1979; and 1-17 WHEREAS, She has had an exceptional career related to 1-18 insurance and health care; from 1979 to 1982, she was Executive 1-19 Director of the Texas Consumer Association whose major policy 1-20 issues included utility regulation and consumer credit and 1-21 insurance rates; from 1987 to 1990 she served as its legislative 1-22 director lobbying for consumer issues as well as the legislative 1-23 proposal to create the Office of Public Insurance Counsel; and 2-1 WHEREAS, As a public interest lobbyist from 1985 to 2-2 1990, Ms. Lightsey was involved in lobbying for insurance and 2-3 utility matters and represented the Texas farm workers, the 2-4 Mexican-American Legal Defense and Education Fund, and the 2-5 Consortium of Certified Nurse Midwives; and 2-6 WHEREAS, Recognized for her experience in insurance and 2-7 health care, Rebecca Lightsey served with distinction in the 2-8 Office of the Governor for two years as Assistant General Counsel 2-9 before becoming Interim Executive Director of the Texas Insurance 2-10 Purchasing Alliance in December, 1993; and 2-11 WHEREAS, Her untiring efforts, professional manner, and 2-12 conscientiousness will be missed by all who knew her and valued 2-13 her friendship; now, therefore, be it 2-14 RESOLVED, That the Senate of the State of Texas, 2-15 74th Legislature, hereby commend Rebecca Lightsey for her 2-16 invaluable contributions to the citizens of Texas and extend 2-17 best wishes to her in her future endeavors; and, be it further 2-18 RESOLVED, That a copy of this Resolution be prepared for 2-19 her as an expression of the admiration of the Texas Senate. 2-20 ______________________________________ 2-21 President of the Senate 2-22 I hereby certify that the above 2-23 Resolution was adopted by the Senate 2-24 on January 23, 1995. 2-25 ______________________________________ 3-1 Secretary of the Senate 3-2 ______________________________________ 3-3 Member, Texas Senate
