    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is pleased to
    1-3  recognize Dr. Herbert H. Reynolds, President of Baylor University,
    1-4  who will be retiring in May, 1995; and
    1-5        WHEREAS, After joining the faculty of Baylor as a teaching
    1-6  fellow in 1956, Dr. Reynolds earned his master of science and
    1-7  doctor of philosophy degrees in the experimental neurosciences
    1-8  and clinical psychology; and
    1-9        WHEREAS, He retired from the United States Air Force in
   1-10  1968 after serving as Director of Research at the Aeromedical
   1-11  Research Laboratory and as the establishing commander of the
   1-12  Air Force Human Resources Laboratories; and
   1-13        WHEREAS, In March, 1969, he joined Baylor University as
   1-14  Executive Vice-President and on June 1, 1981, was named the 11th
   1-15  president of Texas' oldest institution of higher learning; and
   1-16        WHEREAS, His presidency has seen more than $150 million in
   1-17  renovated and new facilities added to Baylor, the endowment has
   1-18  quadrupled, and the total net assets of the university have more
   1-19  than tripled; and
   1-20        WHEREAS, In 1982, Dr. Reynolds created the Baylor Ambassadors,
   1-21  a unique student service organization which represents Baylor
   1-22  University's interests at the state and federal level on important
   1-23  policy issues that affect higher education; and
    2-1        WHEREAS, The 1995-1996 biennium will be the seventh
    2-2  legislative session in which the Ambassadors have worked with
    2-3  Texas solons; and
    2-4        WHEREAS, In 1986, President Reynolds was designated as one
    2-5  of 100 most effective chief executive officers in American colleges
    2-6  and universities in a study funded by the Exxon Education Foundation;
    2-7  and
    2-8        WHEREAS, President Reynolds is the past Chair of the National
    2-9  Association of Independent Colleges and Universities and presently
   2-10  is Chair of the Independent Colleges and Universities of Texas; he
   2-11  is also a trustee of the Baylor College of Medicine, a member of
   2-12  the Select Committee on Higher Education for the State of Texas,
   2-13  and a director of the Community Bank and the Chamber of Commerce
   2-14  of Waco; and
   2-15        WHEREAS, A member of 60 honor, civic, and professional
   2-16  organizations, he is a deacon and former deacon chairman of the
   2-17  First Baptist Church of Waco, a 33rd degree Mason, and a licensed
   2-18  psychologist; and
   2-19        WHEREAS, This noted scholar is listed in Who's Who in
   2-20  America, Who's Who in the South and Southwest, Who's Who in
   2-21  Science, and Who's Who in Education, and he has been named a
   2-22  Distinguished Alumnus of both Trinity University and Baylor
   2-23  University; he also holds a doctor of science degree from the
   2-24  Baylor College of Dentistry as well as Seinan Gakuin University
   2-25  in Japan; now, therefore, be it
    3-1        RESOLVED, That the Senate of the State of Texas,
    3-2  74th Legislature, hereby congratulate President Herbert H. Reynolds
    3-3  of Baylor University on his impressive accomplishments and extend
    3-4  congratulations to him on his approaching retirement; and, be it
    3-5  further
    3-6        RESOLVED, That a copy of this Resolution be prepared for him
    3-7  as an expression of the high esteem of the Texas Senate.
