S.R. No. 169 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is honored to 1-3 welcome a distinguished visitor, Major General John H. Bailey II 1-4 of Missouri City, Texas, who was appointed Commanding General of 1-5 the Texas State Guard in February of 1994; and 1-6 WHEREAS, General Bailey was born in Drew, Mississippi, and 1-7 moved to McKinney, Texas, with his parents when he was eight years 1-8 old; he earned a bachelor of science degree in aeronautics from 1-9 Embry Riddle Aeronautical University and a master's degree in 1-10 education administration and supervision from Alcorn State 1-11 University; and 1-12 WHEREAS, He was commissioned in the United States Army on 1-13 May 10, 1967, upon completion of Officer Candidate School at 1-14 Aberdeen Proving Grounds and was assigned to the 101st Airborne 1-15 Division at Fort Campbell as a forward support platoon leader; 1-16 he was deployed with that division to the Republic of Vietnam in 1-17 December of 1967; his subsequent assignments included a second 1-18 tour in Vietnam as an army aviator with the First Aviation Brigade, 1-19 flying reconnaissance and surveillance missions over South Vietnam 1-20 and Cambodia; and 1-21 WHEREAS, His awards and decorations include the Soldier's 1-22 Medal, the Bronze Star with Oak Leaf Cluster, the Meritorious 1-23 Service Medal, the Air Medal with eight Oak Leaf Clusters, the 2-1 Army Commendation Medal with two "V" devices and two Oak Leaf 2-2 Clusters, the Vietnam Service Medal, the Vietnam Campaign Medal, 2-3 the National Defense Medal, the Vietnam Cross of Gallantry, the 2-4 Vietnam Honor Medal, the Texas Distinguished Service Medal, the 2-5 Texas Outstanding Service Medal, the Senior Army Aviator's Badge, 2-6 and the Senior Parachutist Badge; and 2-7 WHEREAS, General Bailey served as an assistant professor of 2-8 Military Science at Alcorn State University from 1975 to 1979; 2-9 he then moved to Fayette, Mississippi, and organized the Junior 2-10 Reserve Officers Training Corps program for the Jefferson County 2-11 Independent School District, serving as its director until 1984; 2-12 he returned to Texas and joined the Clear Creek Independent School 2-13 District as the Senior Army Instructor for the district's Junior 2-14 Reserve Officers Training Corps program; and 2-15 WHEREAS, He enlisted in the all-volunteer, nonpaid Texas 2-16 State Guard in 1985 and served as the Operations and Training 2-17 Officer for the 202nd Military Police Battalion, Executive Officer 2-18 and Commander of the Second Military Group, and Deputy Commander 2-19 of Operations and Training prior to his appointment as Commanding 2-20 General; and 2-21 WHEREAS, The Texas Senate is proud to welcome this 2-22 distinguished Texan to the Capitol and to salute him for his 2-23 outstanding achievements during his service to our nation; now, 2-24 therefore, be it 2-25 RESOLVED, That the Senate of the State of Texas, 3-1 74th Legislature, hereby extend hospitality to General Bailey 3-2 and best wishes for an enjoyable visit to the Capital City; and, 3-3 be it further 3-4 RESOLVED, That a copy of this Resolution be prepared for 3-5 General John H.
