No. 183 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas takes pride in 1-3 recognizing His Excellency Ekwow Spio-Garbrah, Ambassador of the 1-4 Republic of Ghana to the United States of America, on the occasion 1-5 of his visit to Houston on February 23 and 24, 1995; and 1-6 WHEREAS, Ambassador Spio-Garbrah is serving as the keynote 1-7 speaker at the Greater Houston Partnership luncheon where he 1-8 will be discussing his perspective on Houston and Ghana business 1-9 opportunities; and 1-10 WHEREAS, A man of exceptional intelligence and many talents, 1-11 His Excellency Ekwow Spio-Garbrah obtained an honors degree in 1-12 English language and literature from the University of Ghana, Legon, 1-13 and attended graduate school in journalism and communication; he 1-14 earned a master's degree in international affairs with distinction 1-15 from Ohio University and studied international banking and finance 1-16 at New York University and international business-government 1-17 relations at the Georgetown University School of Foreign Service; 1-18 and 1-19 WHEREAS, He was a top executive in the advertising industry 1-20 in Ghana and hosted popular national radio and television current 1-21 affairs programs before coming to the United States in 1978; and 1-22 WHEREAS, Prior to his appointment as ambassador, he served as 1-23 Head of Communication at the African Development Bank, the $33 2-1 billion multilateral financial institution owned by 52 African 2-2 countries and 24 non-African nations; his responsibilities included 2-3 directing the bank's global communication strategy planning, program 2-4 development and implementation, and external and media relations 2-5 activities; and 2-6 WHEREAS, The ambassador has counselled major international 2-7 banks and financial institutions on their international lending, 2-8 market penetration, and investor relations strategies and programs; 2-9 and 2-10 WHEREAS, A universally recognized expert in his field, 2-11 Ambassador Spio-Garbrah has received numerous well-deserved 2-12 accolades for his academic excellence, his superior professional 2-13 performance, and his outstanding leadership abilities; now, 2-14 therefore, be it 2-15 RESOLVED, That the Senate of the State of Texas, 2-16 74th Legislature, hereby commend His Excellency Ekwow Spio-Garbrah 2-17 on his remarkable expertise and accomplishments and extend to him 2-18 hospitality and a warm welcome on his visit to Texas; and, be it 2-19 further 2-20 RESOLVED, That a copy of this Resolution be prepared for him 2-21 as an expression of esteem from the Texas Senate. 2-22 ______________________________________ 2-23 President of the Senate 2-24 I hereby certify that the above 2-25 Resolution was adopted by the Senate 3-1 on February 9, 1995. 3-2 ______________________________________ 3-3 Secretary of the Senate 3-4 ______________________________________ 3-5 Member, Texas Senate
