    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas is pleased to
    1-3  recognize the Middle Rio Grande Development Council for its
    1-4  important contributions to the citizens in the southwest area
    1-5  of our state; and
    1-6        WHEREAS, The Middle Rio Grande Development Council is a
    1-7  multifaceted organization whose primary aim is to assist in the
    1-8  broad scale development of the Middle Rio Grande region of Texas;
    1-9  and
   1-10        WHEREAS, A regional council of governments, it serves the
   1-11  communities of Dimmit, Edwards, Kinney, La Salle, Maverick, Real,
   1-12  Uvalde, Val Verde, and Zavala counties; and
   1-13        WHEREAS, One of 24 regional councils in Texas, it is a
   1-14  voluntary association of local governments formed under Texas
   1-15  law that deals with the problems and planning needs that cross
   1-16  the boundaries of individual local governments or that require
   1-17  regional attention; and
   1-18        WHEREAS, The council has no taxing authority or regulatory
   1-19  powers and is funded from local, state, and federal governments;
   1-20  its board of directors is the policy-making body which employs
   1-21  an executive director to manage daily operations and staff; and
   1-22        WHEREAS, Its broad range of duties include responsibility
   1-23  for the administration of education and employment training,
    2-1  economic development, solid waste management, land resource
    2-2  management, environmental quality, rural development, assistance
    2-3  to the aging, emergency communication systems, and criminal justice
    2-4  programs; and
    2-5        WHEREAS, The Middle Rio Grande Development Council is to be
    2-6  commended for its excellent work in providing increased economic
    2-7  opportunities for the region and for assisting in community
    2-8  planning to enhance the quality of life for all the citizens
    2-9  of Southwest Texas; now, therefore, be it
   2-10        RESOLVED, That the Senate of the State of Texas,
   2-11  74th Legislature, hereby express its appreciation to the Middle
   2-12  Rio Grande Development Council for its dedication to the people
   2-13  it so conscientiously serves; and, be it further
   2-14        RESOLVED, That a copy of this Resolution be prepared as an
   2-15  expression of the high regard of the Texas Senate.
