    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Texas Senate is proud to honor community
    1-3  action agencies for providing over 30 years of outstanding service
    1-4  in forging new opportunities for the poor in the United States;
    1-5  as directed by the Economic Opportunity Act of 1964, these agencies
    1-6  have mobilized financial and human resources to eliminate poverty;
    1-7  and
    1-8        WHEREAS, To help individuals build self-sufficiency and rise
    1-9  out of poverty, Texas community action agencies provide a wide
   1-10  range of human services in one location at the community level
   1-11  accessible to low-income residents; and
   1-12        WHEREAS, Local community action agency leadership is
   1-13  comprised of low-income representatives, elected officials, and
   1-14  other community leaders, each having one-third of the
   1-15  representation; and
   1-16        WHEREAS, In Texas there are 50 community action agencies
   1-17  serving 248 counties, and nationwide there are 980 community action
   1-18  agencies operating in all 50 states, serving 34 million people and
   1-19  demonstrating that services can be provided at the grassroots
   1-20  level in an efficient and effective manner; now, therefore, be it
   1-21        RESOLVED, That the Senate of the State of Texas,
   1-22  74th Legislature, hereby recognize community action agencies as
   1-23  an integral part of the human services delivery network for the
    2-1  State of Texas with the authority to receive federal grants and
    2-2  contracts as well as state contracts to implement and operate
    2-3  social and human service programs within each agency's local
    2-4  communities and areas; and, be it further
    2-5        RESOLVED, That the Senate of the State of Texas,
    2-6  74th Legislature, hereby designate February 22, 1995, as Community
    2-7  Action Day in Texas to recognize and honor over 30 years of
    2-8  community action in Texas and the nation; and, be it further
    2-9        RESOLVED, That an official copy of this Resolution be prepared
   2-10  for the Texas Association of Community Action Agencies as an
   2-11  expression of esteem from the Texas Senate.
