By: Barrientos S.R. No. 419 1-1 SENATE RESOLUTION 1-2 In Memory 1-3 of 1-4 Robert C. McGinnis 1-5 WHEREAS, The Senate of the State of Texas joins the citizens of 1-6 Austin in mourning the loss of prominent citizen Robert C. McGinnis 1-7 who died February 22, 1995; and 1-8 WHEREAS, Bob was born January 1, 1918, in Dallas to E. Karl 1-9 and Helen Campbell McGinnis; his family soon moved to Austin where 1-10 Bob McGinnis graduated from Austin High School; he enrolled at 1-11 The University of Texas at Austin and graduated Phi Beta Kappa with 1-12 a business degree in 1938; and 1-13 WHEREAS, Three years later, he earned his law degree from 1-14 Yale; he passed the bar exam and joined a prominent firm which he 1-15 served until World War II; and 1-16 WHEREAS, Mr. McGinnis joined the United States Navy, attended 1-17 Officer Candidate School, and was commissioned an ensign in Naval 1-18 Intelligence; soon he was ordered to serve under Admiral Nimitz at 1-19 New Caledonia, where Ensign McGinnis utilized his knowledge of French; 1-20 later he was transferred to Guadalcanal; and 1-21 WHEREAS, In May, 1945, Bob McGinnis married Ethel Clift in 1-22 Milwaukee, Wisconsin; and 1-23 WHEREAS, A few years after the war ended, he and his family 2-1 moved to Austin, where he joined the law firm of Powell, Wirtz, and 2-2 Rauhut; later the firm became McGinnis, Lochridge, and Kilgore; he 2-3 remained a partner in the firm until his retirement in 1990; and 2-4 WHEREAS, Mr. McGinnis handled all types of legal cases, 2-5 but much of his practice consisted of oil and gas disputes in the 2-6 courts and before the Texas Railroad Commission; he also taught at 2-7 The University of Texas School of Law; and 2-8 WHEREAS, Always active in civic endeavors, Bob McGinnis was 2-9 appointed to the Interstate Oil Compact Commission; Chairman of the 2-10 Texas Committee for Judicial Ethics, he served as President of the 2-11 Travis County Bar Association, Chairman of the Administrative Law 2-12 Committee of the State Bar of Texas, and Chairman of the Texas 2-13 Council on Real Estate, Probate, and Trust Law; and 2-14 WHEREAS, A devout Christian, he was a member of the church 2-15 to which his parents belonged, University Presbyterian Church; and 2-16 WHEREAS, Always interested in The University of Texas sports 2-17 and academic activities, Bob was a member of the Chancellor's Council 2-18 and the President's Associates; he also enjoyed the challenge of 2-19 ideas and meetings with the Texas Philosphical Society; and 2-20 WHEREAS, This outstanding attorney had a particularly 2-21 distinguished career; he gave of his time and energy to his clients 2-22 as if they were family members; he was greatly admired and respected 2-23 for his honesty and integrity throughout his long career; and 2-24 WHEREAS, Bob McGinnis leaves a legacy of compassion and 2-25 commitment that will be cherished by all who knew him; now, 3-1 therefore, be it 3-2 RESOLVED, That the Senate of the State of Texas, 3-3 74th Legislature, hereby extend sincere condolences to the 3-4 members of his family: his wife, Ethel C. McGinnis; his 3-5 children, Mary Blair Moredock, Edward Campbell McGinnis, 3-6 John Montgomery McGinnis, Robert Clift McGinnis, and 3-7 Michael James McGinnis; and his 10 grandchildren; and, be 3-8 it further 3-9 RESOLVED, That a copy of this Resolution be prepared for his 3-10 family as an expression of deepest sympathy from the Texas Senate, 3-11 and that when the Senate adjourns this day, it do so in memory of 3-12 Robert C.
