    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, Diabetes is a devastating disease that poses a
    1-3  serious public health problem for many Texans; and
    1-4        WHEREAS, More than 500,000 persons in Texas have been
    1-5  diagnosed with diabetes and more than 500,000 have the disease
    1-6  but have not yet been diagnosed; and
    1-7        WHEREAS, Diabetes Mellitus was the fifth leading cause of
    1-8  death in Texas in 1991 with 3,593 deaths reported; and
    1-9        WHEREAS, Diabetes can occur in any individual including
   1-10  children and young adults; Hispanics, blacks, and the elderly
   1-11  are in the high-risk groups of our state's population; and
   1-12        WHEREAS, The costs of treating complications of diabetes
   1-13  are high in human suffering, lost income, treatment costs, and
   1-14  costs to the state-supported medical care programs; and
   1-15        WHEREAS, Complications such as amputations, blindness,
   1-16  kidney failure, heart disease, birth defects, and strokes result
   1-17  from uncontrolled diabetes; and
   1-18        WHEREAS, These complications can be prevented with good
   1-19  education about diet, weight, exercise, and clinical care; and
   1-20        WHEREAS, The public health programs in Texas are crucial
   1-21  to the dissemination of good information about diabetes and the
   1-22  development of diabetes services for all Texans; and
   1-23        WHEREAS, The Texas Diabetes Council as mandated by the
    2-1  Texas Legislature has completed A Plan to Control Diabetes in
    2-2  Texas for the purpose of reducing illness from diabetes in Texas,
    2-3  educating the public on the problems of diabetes, and increasing
    2-4  public support for essential diabetes services; and
    2-5        WHEREAS, The American Diabetes Association has promoted a
    2-6  plan to encourage public policy that recognizes the value of good
    2-7  education, treatment, and self-management of diabetes, as well as
    2-8  to ensure the quality of life enjoyed by other Texans; and
    2-9        WHEREAS, The American Diabetes Association has supported
   2-10  March 15, 1995, as "Diabetes Day at the Capitol" to call attention
   2-11  to this growing health care problem in our state; now, therefore,
   2-12  be it
   2-13        RESOLVED, That the Senate of the State of Texas,
   2-14  74th Legislature, hereby extend its concern for those with diabetes
   2-15  and designate March 15, 1995, as "Diabetes Day at the Capitol".
