By: West S.R. No. 436 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas takes pride in 1-3 recognizing March 22, 1995, as Dr. Emmett J. Conrad Leadership 1-4 Program Day and in welcoming to the Capitol some of the program's 1-5 student interns and the widow of Dr. Emmett J. Conrad, 1-6 Mrs. Eleanor Conrad; and 1-7 WHEREAS, In May of 1993, an internship was established by 1-8 Senator Royce West through a partnership with Paul Quinn College 1-9 and the Texas Veteran's Land Board; the goal was to assist 1-10 Paul Quinn College students with acquiring paid employment 1-11 experience, and the program was later expanded to include any 1-12 qualified student residing in State Senatorial District 23; and 1-13 WHEREAS, In June of 1993, the program's sponsors were 1-14 increased from one to nine corporations and agencies, and 27 1-15 students were helped; because of the program's positive impact 1-16 and potential, it was renamed the Dr. Emmett J. Conrad Leadership 1-17 Program in August of 1993 in honor of the esteemed Dallas 1-18 African-American physician and educational advocate; and 1-19 WHEREAS, A distinguished and highly respected gentleman, 1-20 Dr. Conrad was the first African-American member of the Board 1-21 of Trustees of the Dallas Independent School District; he was 1-22 appointed to the Select Committee of Public Education and was 1-23 appointed to the State Board of Education in 1984; and 2-1 WHEREAS, Dr. Conrad was committed to equal and accessible 2-2 education for all students, and the internship program is a 2-3 continuation of his mission since it provides college students in 2-4 Senatorial District 23, regardless of race, creed, gender, or age, 2-5 with the opportunity to secure viable employment experience in 2-6 their respective fields of interest; and 2-7 WHEREAS, Students in the program are chosen after completion 2-8 of an application that includes a typed 250-word essay and 2-9 documentation of at least eight hours of community service; the 2-10 1995 internship program chaired by Brooks Fitch hopes to surpass 2-11 its placement of 102 students in 1994 and will target college 2-12 students who have completed one full year of study in an accredited 2-13 four-year institution; and 2-14 WHEREAS, The program has proved to be of tremendous benefit 2-15 to students who are seeking employment yet have had no viable 2-16 employment experience that corresponded to their majors; students 2-17 who participate in the program enjoy the opportunity to expand 2-18 their employment marketability and leadership capabilities and to 2-19 gain insight in preparation for future career choices; now, 2-20 therefore, be it 2-21 RESOLVED, That the Senate of the State of Texas, 2-22 74th Legislature, hereby recognize the Dr. Emmett J. Conrad 2-23 Leadership Program as a tribute to the life of Dr. Emmett J. Conrad 2-24 and extend a warm welcome to Mrs. Eleanor Conrad and to the program's 2-25 interns; and, be it further 3-1 RESOLVED, That copies of this Resolution be prepared in honor 3-2 of Dr. Emmett J.
