    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Texas Department of Housing and Community
    1-3  Affairs will sorely miss the wisdom and expertise of Larry Crumpton
    1-4  who is retiring on March 31, 1995, after more than 22 years of
    1-5  outstanding service; and
    1-6        WHEREAS, An exemplary public servant, this distinguished
    1-7  gentleman discharged his duties in a most conscientious manner;
    1-8  and
    1-9        WHEREAS, He graduated with a bachelor of arts degree and a
   1-10  master of business administration degree from The University of Texas
   1-11  at Austin; and
   1-12        WHEREAS, Before he came to work for the State of Texas,
   1-13  Mr. Crumpton held research positions with the United States Air
   1-14  Force and the University of Houston; and
   1-15        WHEREAS, Dedicating his career to helping low-income Texans
   1-16  achieve a better quality of life, he accepted a job with the Texas
   1-17  Department of Community Affairs when the agency was created on
   1-18  September 1, 1971, and served as Deputy Director for Community
   1-19  Development, Deputy Director for Administration, Deputy Executive
   1-20  Director, and Acting Executive Director; and
   1-21        WHEREAS, In September, 1991, the Texas Legislature merged
   1-22  the Texas Department of Community Affairs with the Texas Housing
   1-23  Agency to create the present Texas Department of Housing and
    2-1  Community Affairs; Larry Crumpton became the Division Director
    2-2  for Community Affairs in the new agency and was responsible
    2-3  for programs formerly administered by the Texas Department of
    2-4  Community Affairs that provided poverty assistance statewide;
    2-5  and
    2-6        WHEREAS, Under his excellent leadership, the state's Low
    2-7  Income Home Energy Assistance Program has been changed into an
    2-8  innovative program that addresses long-term solutions to poverty;
    2-9  and
   2-10        WHEREAS, The Community Services Block Grant has achieved
   2-11  greater efficiency by implementing an electronic reporting system
   2-12  to reduce the flow of paperwork between contractors and the
   2-13  department; and
   2-14        WHEREAS, Larry Crumpton's profound knowledge of poverty
   2-15  issues and poverty assistance programs is irreplaceable and will
   2-16  be greatly missed by the department; and
   2-17        WHEREAS, The varied and notable accomplishments of
   2-18  Larry Crumpton have contributed greatly to the growth and
   2-19  progress of the State of Texas; now, therefore, be it
   2-20        RESOLVED, That the Senate of the State of Texas,
   2-21  74th Legislature, hereby commend him for his superlative career
   2-22  of service and dedication to the State of Texas; and, be it
   2-23  further
   2-24        RESOLVED, That a copy of this Resolution be prepared
   2-25  for Larry Crumpton as an expression of highest regard from the
    3-1  Texas Senate with best wishes for a rich and rewarding retirement.
