    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, The Senate of the State of Texas takes pride in
    1-3  recognizing the Military Base Conversion and Community Assistance
    1-4  Program at the Center for Public Service at Texas Tech University;
    1-5  and
    1-6        WHEREAS, The Center for Public Service at Texas Tech
    1-7  University is a local government administration research and
    1-8  training center that offers a master of public administration
    1-9  degree with concentrations in public health, environmental policy
   1-10  and administration, criminal justice, and personnel  management;
   1-11  and
   1-12        WHEREAS, The center established the Military Base Conversion
   1-13  and Community Assistance Program to assist communities faced with
   1-14  the loss or potential loss of local military installations and to
   1-15  provide planning and development assistance to communities seeking
   1-16  to convert military bases closed under the BRAC process; and
   1-17        WHEREAS, The center is engaged in research that has resulted
   1-18  in the compilation of a comprehensive bibliography of academic
   1-19  research and case studies on successful and unsuccessful base
   1-20  conversion activities; and
   1-21        WHEREAS, The BRAC base closing process in 1995 is likely
   1-22  to close more Texas bases than its predecessors, and the Center
   1-23  for Public Service has recognized expertise in strategic planning
    2-1  and community outreach; this expertise, in conjunction with its
    2-2  network of municipal officials, provides the kind of services
    2-3  needed to initiate a base conversion planning project; and
    2-4        WHEREAS, Current planning and development services include
    2-5  engineering and environmental support, financial services, market
    2-6  analysis, and local community outreach and organizational
    2-7  development; and
    2-8        WHEREAS, The Military Base Conversion and Community Assistance
    2-9  Program has become a vital service to Texas, particularly in light
   2-10  of the predicted base closures, and its assistance to communities
   2-11  across the state has already proved to be highly effective; now,
   2-12  therefore, be it
   2-13        RESOLVED, That the Senate of the State of Texas,
   2-14  74th Legislature, hereby commend the Center for Public Service at
   2-15  Texas Tech University for its exceptional Military Base Conversion
   2-16  and Community Assistance Program; and, be it further
   2-17        RESOLVED, That a copy of this Resolution be prepared for
   2-18  the center as an expression of esteem from the Texas Senate.
