    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, In observance of the Sesquicentennial of Statehood
    1-3  of the State of Texas, special attention is being given to recognize
    1-4  all who served as governor of the Lone Star State during the past
    1-5  150 years; and
    1-6        WHEREAS, March 26, 1995, marks the 117th birthday of
    1-7  William Pettus Hobby who served as lieutenant governor of the state
    1-8  from 1915 to 1917 and as governor from 1917 to 1921, the youngest
    1-9  man to hold that office; and
   1-10        WHEREAS, On Governor Hobby's 40th birthday in 1918, he signed
   1-11  into law the bill granting women suffrage in Texas two years before
   1-12  the 1920 passage of the 19th Amendment to the Constitution of the
   1-13  United States; and
   1-14        WHEREAS, This historic event is being commemorated by the
   1-15  Texas Senate in a significant ceremony to re-create the bill
   1-16  signing on March 27, 1995, with representatives of several women's
   1-17  organizations in attendance; and
   1-18        WHEREAS, Governor Hobby's term as governor was also marked
   1-19  by the initiation of free schoolbooks, a compulsory school attendance
   1-20  law, a budget system in state government, state drouth relief, and
   1-21  Texas' participation in World War I, when he set up an effective
   1-22  military draft system for the state where half of the country's
   1-23  military bases and most of its airfields were located; and
    2-1        WHEREAS, Governor Hobby served with distinction during an
    2-2  eventful period in the state's history; he appointed the first
    2-3  Highway Commission in 1917 and signed into law measures for oil
    2-4  conservation, the establishment of the oil and gas division of
    2-5  the Railroad Commission, and the creation of the Board of Control;
    2-6  and
    2-7        WHEREAS, William Pettus Hobby was born on March 26, 1878,
    2-8  in Moscow in Polk County; he was one of six children born to
    2-9  Eudora Adeline Pettus and Edwin E. Hobby; young William moved with
   2-10  his family from Livingston to Houston in 1893 and entered Houston
   2-11  High School; he began working for the Houston Post as a circulation
   2-12  clerk in 1895, rose to managing editor at age 23, and served as
   2-13  president of the paper from 1924 until his death on June 7, 1964;
   2-14  and
   2-15        WHEREAS, His profound influence on our state has continued
   2-16  to be felt through the years as his leadership and vision are
   2-17  recognized by succeeding generations of Texans; as a fitting
   2-18  tribute to his memory, flowers were laid on his gravesite in the
   2-19  Glenwood Cemetery on Sunday, March 26, 1995; now, therefore, be it
   2-20        RESOLVED, That the Senate of the State of Texas,
   2-21  74th Legislature, hereby honor the life and accomplishments of
   2-22  Governor William Pettus Hobby and, that when the Senate adjourns
   2-23  this day, it do so in memory of Governor Hobby.
