    1-1                           SENATE RESOLUTION
    1-2                               In Memory
    1-3                                  of
    1-4                         Kenneth A. Rosenquest
    1-5        WHEREAS, The Senate of the State of Texas shares the great
    1-6  sorrow of the family and many friends of Kenneth A. Rosenquest,
    1-7  former Chief of Police of Victoria, who died March 14, 1995, at
    1-8  the age of 63; and
    1-9        WHEREAS, Born on October 10, 1931, Kenneth Rosenquest was
   1-10  the son of Albert M. and Essie Mae Ralls Rosenquest; and
   1-11        WHEREAS, He was appointed a city marshal in 1956 after his
   1-12  honorable discharge from the United States Army, in which he had
   1-13  been a military police officer; and
   1-14        WHEREAS, Kenneth Rosenquest worked his way up through the
   1-15  ranks to become Chief of Police; he served in that capacity from
   1-16  1973 until his retirement in 1987; and
   1-17        WHEREAS, Chief Rosenquest was known for his commitment to
   1-18  professionalism within the department, which began its bid for
   1-19  national accreditation during his tenure as chief; and
   1-20        WHEREAS, Actively promoting a positive image of the Victoria
   1-21  Police Department, he kept abreast of the trends in law enforcement,
   1-22  knew what the community expected, and demanded that his employees
   1-23  represent the same ideals; and
    2-1        WHEREAS, A prominent community leader, Chief Rosenquest was
    2-2  respected and beloved by all of his employees; a brilliant leader,
    2-3  the chief's concern for his staff extended to the members of their
    2-4  families; and
    2-5        WHEREAS, This esteemed gentleman was active in civic affairs
    2-6  and was a member of the Travelers Protective Association of America,
    2-7  the Texas Police Association, the Texas Police Chief Association,
    2-8  the Texas Woodcarving Guild, and the Victoria Woodcarvers and a
    2-9  former member of the Rotary Club and Toastmaster Club; and
   2-10        WHEREAS, A man of integrity, strength, and compassion, he
   2-11  gave unselfishly of his time to others; his wise counsel and good
   2-12  judgment will be missed and remembered with gratitude by those whose
   2-13  lives he touched; and
   2-14        WHEREAS, Chief Rosenquest leaves behind a legacy of compassion
   2-15  and commitment that will remain cherished in the memories of the men
   2-16  and women who lived and worked with him; now, therefore, be it
   2-17        RESOLVED, That the Senate of the State of Texas,
   2-18  74th Legislature, hereby extend sincere condolences to the
   2-19  members of his family:  his wife, Carrie Rosenquest; his daughters,
   2-20  Cindy Kainer and Donna Krueger; his sons, Marty Rosenquest and
   2-21  Jim Rosenquest; his parents, Albert M. and Essie Mae Rosenquest;
   2-22  his brothers, Gerald Rosenquest and Gary Rosenquest; and his six
   2-23  grandchildren; and, be it further
   2-24        RESOLVED, That a copy of this Resolution be prepared for his
   2-25  family as an expression of deepest sympathy from the Texas Senate,
    3-1  and that when the Senate adjourns this day, it do so in memory of
    3-2  Kenneth A. Rosenquest.
