    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, Texas counties operate as the functional arm of
    1-3  state government, implementing laws passed by the legislature and
    1-4  approved by the governor; and
    1-5        WHEREAS, All Texas counties are responsible for the
    1-6  operation of the court system, the provision of law enforcement
    1-7  patrols and jail detention, the construction and maintenance of
    1-8  transportation infrastructure, and the safekeeping of property
    1-9  deeds, marriage licenses, lawsuits, and other key public records;
   1-10  they are also responsible for the conduction of elections and the
   1-11  collection of state and local taxes; and
   1-12        WHEREAS, Many Texas counties are also actively engaged in
   1-13  economic development, environmental regulation, delivery of social
   1-14  services, agricultural support, flood control operations, pest
   1-15  eradication, and many other services vital to Texas citizens; and
   1-16        WHEREAS, Texas county officials are responsible for actually
   1-17  delivering services to the public, which means Texas counties are
   1-18  the level of government closest to the people, literally serving
   1-19  at the front counter of Texas government; and
   1-20        WHEREAS, The National Association of Counties has declared
   1-21  the week of April 3-7, 1995, as National County Government Week
   1-22  for the purpose of educating citizens nationwide on the valued
   1-23  services performed by counties, and it is fitting to select a day
    2-1  of that week to honor the counties of Texas; now, therefore, be it
    2-2        RESOLVED, That the Senate of the State of Texas,
    2-3  74th Legislature, hereby recognize April 4, 1995, as County
    2-4  Government Day in Texas and extend appreciation to the Texas
    2-5  counties for their invaluable contributions to the welfare of our
    2-6  citizens and our state; and, be it further
    2-7        RESOLVED, That a copy of this Resolution be prepared as an
    2-8  expression of esteem from the Texas Senate for the work of our
    2-9  county governments.
