No. 622 1-1 SENATE RESOLUTION 1-2 In Memory 1-3 of 1-4 The Honorable Ovie Clark Fisher 1-5 WHEREAS, The Senate of the State of Texas joins citizens 1-6 across the nation in mourning the loss of one of the state's most 1-7 esteemed public servants, the Honorable Ovie Clark Fisher, who died 1-8 on December 9, 1994, at the age of 91; and 1-9 WHEREAS, Throughout his notable career that spanned four 1-10 decades, O. C. Fisher was recognized as a gentleman who remained 1-11 true to his devotion to his country and to the people he so 1-12 gallantly served; and 1-13 WHEREAS, Born in Kimble County on November 22, 1903, 1-14 Mr. Fisher spent his early years on a sheep and cattle ranch; he 1-15 graduated from Junction High School and continued his education 1-16 at The University of Texas before entering Baylor Law School, 1-17 where he earned his law degree in 1929; and 1-18 WHEREAS, Elected to the Texas House of Representatives from 1-19 District 91 in 1935, Mr. Fisher served one term before returning 1-20 to San Angelo where he was elected district attorney for that 1-21 district; and 1-22 WHEREAS, A lifelong Democrat, Mr. Fisher was elected to the 1-23 United States House of Representatives in 1942 and remained for 2-1 16 terms until he decided not to run for reelection in 1974; his 2-2 immense popularity with the people of his district is a tribute 2-3 to his dedication and loyalty to his constituents; and 2-4 WHEREAS, During his tenure as a United States Congressman, 2-5 "Mr. Conservation" worked tirelessly to bring about needed 2-6 improvements for his home district and was successful in gaining 2-7 approval for the construction of several West Texas reservoirs and 2-8 other flood-control projects; he was also responsible for retaining 2-9 and expanding the United States Air Force bases in Del Rio and 2-10 San Angelo; and 2-11 WHEREAS, A staunch conservative, he was a major supporter of 2-12 national defense measures; he was appointed to the House Armed 2-13 Services Committee in 1946 and chaired the subcommittee on reserves, 2-14 the National Guard, and the Reserve Officer Training Corps; he was 2-15 also a member of the special subcommittee on intelligence; and 2-16 WHEREAS, The death of such a fine citizen is felt not only by 2-17 his family and friends but also by the people who benefitted from 2-18 his leadership and notable accomplishments; his contributions to 2-19 his beloved state will continue to be felt in the days and years 2-20 to come; now, therefore, be it 2-21 RESOLVED, That the Senate of the State of Texas, 2-22 74th Legislature, hereby extend sincere condolences to the family of 2-23 the Honorable Ovie Clark Fisher: his daughter, Rhoda Fisher Grimes; 2-24 his grandchildren, Steve Grimes, Randy Grimes, Cynthia Warren, and 2-25 Janet Hoffman; and his 10 great-grandchildren; and, be it further 3-1 RESOLVED, That a copy of this Resolution be prepared for the 3-2 members of his family as an expression of deepest sympathy from the 3-3 Texas Senate, and that when the Senate adjourns this day, it do so 3-4 in memory of Representative Ovie Clark Fisher. 3-5 ______________________________________ 3-6 President of the Senate 3-7 I hereby certify that the above 3-8 Resolution was adopted by the Senate 3-9 on April 4, 1995, by a rising vote. 3-10 ______________________________________ 3-11 Secretary of the Senate 3-12 ______________________________________ 3-13 Member, Texas Senate
