By: Ellis S.R. No. 630 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas is pleased to 1-3 recognize Dr. Lee P. Brown, Director of the Office of National 1-4 Drug Control Policy; and 1-5 WHEREAS, This distinguished gentleman was unanimously 1-6 confirmed in his cabinet-level post by the United States Senate 1-7 and sworn into his position on June 21, 1993; and 1-8 WHEREAS, Dr. Brown began his outstanding career in law 1-9 enforcement as a patrolman in San Jose, California; after eight 1-10 years of experience in the field, he moved to Portland, Oregon, 1-11 and established the Department of Administration of Justice at 1-12 Portland State University; and 1-13 WHEREAS, Dr. Brown received a bachelor's degree in 1-14 criminology from Fresno State University in 1961, a master's 1-15 degree in sociology from San Jose State University in 1964, a 1-16 second master's degree in criminology from the University of 1-17 California at Berkeley in 1968, and a doctorate in criminology 1-18 from the University of California at Berkeley in 1970; and 1-19 WHEREAS, Dr. Brown served as the Public Safety Commissioner 1-20 in Atlanta, Georgia, from 1978 through 1982, was Police Chief 1-21 in Houston, Texas, from 1982 through 1990, and held the position 1-22 of New York City Police Commissioner from 1990 through 1992; 1-23 prior to his confirmation as Director of the Office of National 2-1 Drug Control Policy, he was a Distinguished Professor at 2-2 Texas Southern University and Director of the university's Black 2-3 Male Initiative Program; and 2-4 WHEREAS, Drug abuse costs Texas taxpayers billions of dollars 2-5 each year in terms of reduced productivity and premature death, 2-6 crime-related costs, health care costs, and costs incurred related 2-7 to substance abuse; and 2-8 WHEREAS, Drug use and related crime devastates our 2-9 communities, particularly affecting our youth aged 18 and younger 2-10 who are experiencing double the homicide rate since 1985 and who 2-11 are arming themselves and killing one another over drug money and 2-12 turf; and 2-13 WHEREAS, Dr. Brown believes in increasing the efficiency and 2-14 eliminating the duplication of federal, state, county, and local 2-15 law enforcement agencies and increasing coordination of regional 2-16 law enforcement, treatment, and prevention resources; and 2-17 WHEREAS, Dr. Brown can offer valuable information on the drug 2-18 problem as it relates to Texas, particularly because of our state's 2-19 ever-growing population and proximity to the Mexican border and 2-20 related drug smuggling; now, therefore, be it 2-21 RESOLVED, That the Senate of the State of Texas, 2-22 74th Legislature, hereby welcome the Director of the Office of 2-23 National Drug Control Policy, Dr. Lee Brown, to the State Capitol; 2-24 and, be it further 2-25 RESOLVED, That a copy of this Resolution be prepared for him 3-1 as an expression of the highest esteem of the Texas Senate. 3-2 ______________________________________ 3-3 President of the Senate 3-4 I hereby certify that the above 3-5 Resolution was adopted by the Senate 3-6 on April 4, 1995. 3-7 ______________________________________ 3-8 Secretary of the Senate 3-9 ______________________________________ 3-10 Member, Texas Senate
