    1-1                           SENATE RESOLUTION
    1-2        WHEREAS, Efficient management of water resources in Texas is
    1-3  imperative in order to competently plan for safe use of the land
    1-4  and effective economic development; and
    1-5        WHEREAS, The Senate of the State of Texas is pleased to
    1-6  recognize both the Lower Colorado River Authority and Buchanan
    1-7  Dam on the momentous occasion of their 60th anniversary which will
    1-8  be celebrated on April 8, 1995; and
    1-9        WHEREAS, The celebration is also being held to dedicate the
   1-10  Buchanan Dam Museum which records the struggles and successes of
   1-11  the leaders and employees who built Buchanan Dam; and
   1-12        WHEREAS, The legislative mandate that created the Lower
   1-13  Colorado River Authority was implemented in 1935, beginning with
   1-14  the construction of Buchanan Dam; and
   1-15        WHEREAS, It was a mammoth undertaking for a newly created
   1-16  state agency that operates with no state budgetary funding and
   1-17  no taxing authority; and
   1-18        WHEREAS, The impact of the project was tremendous; it
   1-19  provided nearly 2,000 jobs during the Depression that stimulated
   1-20  a broader impact on the region by bringing electricity to rural
   1-21  areas that previously had no electrical power for water pumps,
   1-22  industry, farm machinery, or homes; and
   1-23        WHEREAS, Buchanan Dam was the first of six in the chain built
    2-1  by the Lower Colorado River Authority; each dam contributed to
    2-2  flood management that has reduced the former losses in lives and
    2-3  property that threatened those who lived along the river and
    2-4  inhibited the economic growth of the area; and
    2-5        WHEREAS, The Buchanan Dam Museum reflects the beneficial value
    2-6  of Lake Buchanan; the lake water is impounded by the dam to form
    2-7  one of the two major reservoirs for the Highland Lakes system; and
    2-8        WHEREAS, Lake Buchanan has the capacity to hold more
    2-9  than 918,000 acre-feet for use by water utilities, farmers, and
   2-10  thousands who enjoy water sports year-round; it is a substantial
   2-11  storage facility for supplies of this precious resource during
   2-12  times of drought; and
   2-13        WHEREAS, This is an excellent time to remember that progress
   2-14  depends on our knowledge and appreciation of our past; now,
   2-15  therefore, be it
   2-16        RESOLVED, That the Senate of the State of Texas,
   2-17  74th Legislature, hereby congratulate the Lower Colorado River
   2-18  Authority and Buchanan Dam on their 60th anniversary and extend
   2-19  best wishes to the Buchanan Dam Museum for a memorable opening
   2-20  day on April 8, 1995; and, be it further
   2-21        RESOLVED, That a copy of this Resolution be prepared for
   2-22  the Lower Colorado River Authority as a memento of this auspicious
   2-23  occasion.
