No. 671 1-1 SENATE RESOLUTION 1-2 WHEREAS, The Senate of the State of Texas takes pride in 1-3 recognizing the J number emergency location system which is now 1-4 ready for deployment; and 1-5 WHEREAS, The J number is a geo-locational reference point 1-6 system that will allow governmental and private industry groups 1-7 to communicate in the same language when describing locations of 1-8 need; and 1-9 WHEREAS, The system is based on the division of an area 1-10 into a tic-tac-toe grid of nine proportional sections which are 1-11 then subdivided several times further to refine the locational 1-12 process; in a county 40 miles across, the area defined by a 1-13 seven-digit J number could describe a location within less than 1-14 100 feet; and 1-15 WHEREAS, The J numbers can be placed on street signs, 1-16 mailboxes, road markers, and utility poles, and first-stage 1-17 nationwide implementation of the system along highways and at 1-18 major intersections could take less than two years to complete; 1-19 and 1-20 WHEREAS, The J number system is not dependent on any new 1-21 technology to work, and dialing 9-1-1 plus J would allow a person 1-22 to use a cellular or PCS phone and have instant location 1-23 identification; and 2-1 WHEREAS, The present 9-1-1 wireline systems could simply add 2-2 a field to their data bases for inclusion of the J number, and any 2-3 future technology that will be available could utilize the J number 2-4 as it is being developed; and 2-5 WHEREAS, An outstanding invention, the J number system would 2-6 enable a location to be easily and quickly described to any emergency 2-7 service and would be an invaluable addition to the successful 9-1-1 2-8 system; now, therefore, be it 2-9 RESOLVED, That the Senate of the State of Texas, 2-10 74th Legislature, hereby commend the J number emergency location 2-11 system and support all endeavors to have this useful new system 2-12 implemented; and, be it further 2-13 RESOLVED, That a copy of this Resolution be prepared for 2-14 the J number Development Group as an expression of esteem from 2-15 the Texas Senate. 2-16 ______________________________________ 2-17 President of the Senate 2-18 I hereby certify that the above 2-19 Resolution was adopted by the Senate 2-20 on April 11, 1995. 2-21 ______________________________________ 2-22 Secretary of the Senate 2-23 ______________________________________ 2-24 Member, Texas Senate
